Minister To Lam explains draft law on weapons, explosives and supporting tools at group discussion

PSNews - At the on-going 8th Session of the National Assembly (NA), General To Lam, Member of the Politburo and Minister of Public Security recently reported the draft law on amending and supplementing Article 3 of the Law on Management and Use of Weapons, Explosives and Supporting Tools.

The 14th National Assembly on June 20, 2017, passed the Law on the Management and Use of Weapons, Explosives and Supporting Tools, which took effects from July 1, 2018. But the law has showed some limitations in practice.

In group discussions, NA deputies basically agreed on the scope of amendments and supplements of the draft law.

Minister To Lam affirmed the need to revise Article 3 of the Law on Management and Use of Weapons, Explosives and Supporting Tools in harmony with the provisions of the 2015 Penal Code amended and supplemented in 2017. So the two revised laws can create a united legal framework for handling criminal acts of illegal manufacture, trade, storage, transportation, use and appropriation of tools and weapons with features and uses similar to military weapons, thus contributing to firmly protecting national security and ensuring social order and safety.

NA deputies also agreed that the law clearly defines the management and use of weapons with features and uses similar to military weapons not to be assigned to the People's Armed Forces and other forces while performing their duties, so Articles 18, 19, 20, 21, 22, 23 and Article 73 of the Law on Management and Use of Weapons, Explosives and Supporting Tools should remain unchanged.

Most NA deputies while discussing in groups, also agreed on the amendments to Clause 2, Article 3 of the Law.
