Minister To Lam meets public security youths

During the meeting, Minister To Lam encouraged youth delegates of the Public Security Forces gave opinions and raised questions.

Responding to a question raised by Major Bui Manh Hung, Secretary of the Youth Union Chapter of the Hanoi municipal police, Minister To Lam applauded the achievements and efforts of the youths of the Hanoi municipal police in applying technological advances to communication with local people. Via social networks, local police help people solve difficulties in administrative procedures.

Regarding the management of poisonous information on the internet, Minister To Lam said that leaders of the Ministry of Public Security (MPS) would direct functional units to develop a legal framework to prevent criminals from taking advantage of the social media platforms to infringe upon national security, and ensure security and safety in cyberspace. Police youths should be the leading force in fighting against distorted and hostile views and thoughts on cyberspace, stressed the minister.

Senior Lieutenant Bui Hoang Son, Vice Head of the Thanh Tri Communal Police Post, Kien Tuong town, Long An, asked about the support policy for communal police officers who work far from their family.

Minister To Lam revealed that the MPS has had various policies to support police officers posted to communal police posts, including offering health insurance cards to their relatives , and allowances to young officers with difficulties. Additionally, leaders of the MPS as well as under-ministerial agencies and units often visit, encourage and offer gifts to the communal police force nationwide.

Captain Hoang Ngoc Minh, Head of the Sinh Lung Communal Police Post , Dong Van district, Ha Giang, briefed the minister and other delegates on a charitable program in which the communal police post voluntarily take care of needy children or orphans. He also expressed his desire that the MPS would have orientations for such a charitable program.

Minister To Lam appreciated the humanitarian significance of the program, which also helps improve a good image of the Public Security Forces. The minister added that the implementation of the program should comply with the the law to ensure the children’s legitimate rights and protection.

Minister Lam hailed the communal police officers’ goodwill and efforts to take care of children in need even though the policemen themselves are still facing various difficulties. The MPS would coordinate with relevant agencies to support the program.

Captain Dinh Xuan Hoang, Secretary of the Youth Union Chapter of the Dak Lak Provincial Police Department, asked the MPS leader to promote the  “Blood donation bank” program, a blood donation club, founded by the provincial police 10 years ago so as to attract more and more police youths to blood donation drives.

Minister To Lam applauded the effort of the Dak Lak Provincial Police Department in founding and maintaining the blood donation club and asked the local health authorities and functional agencies to take good care of the police officers who are members of the club.

Senior Lieutenant Lo Van Long, Vice Secretary of the Youth Union Chapter of the Dien Bien Provincial Police Department, asked the minister about the PSCPC and MPS’s policies to increase the number and build capacity of ethnic minority officers in preparation for leading positions in local police units.

The Minister shared that the MPS has a special policy to recruit ethnic minority youth to public security schools and units as well as develop ethic minority police officers. The PSCPC also issued a resolution in 2021 on improving the quality of cadres, leaders and commanders of ethnic minorities in the Public Security Forces.

Responding to a question about supports to police enlistees who have completed their national service, Minister To Lam said tens of thousands of youths join the police annually. The MPS selects outstanding enlistees who finish their service for police officer training courses at schools. But the only excellent servicemen are selected to continue their career in the Public Security Forces in accordance with the regulations of the State.

Phan Hai Duyen, a student of the People’s Security Academy, wanted to know about the orientation of the MPS to send police officers to the UN peacekeeping missions.

Vietnam is a responsible member of the UN, making a positive contribution to the joint efforts of the UN to ensure peace and security in the world, said Minister Lam. The MPS has developed and issued Project 05 on September 6, 2012 to send officers of the Public Security Forces to participate in UN peacekeeping operations in the period 2014-2020 and the following years.

The MPS of Vietnam has actively prepared the necessary conditions as well as legal basis and resources to send its officers to UN peacekeeping missions. Notably, 8 public security officers were sent to a UN peacekeeping training course at the Turkish Police Academy in February. 7 of them passed the UN test, and were qualified for UN peacekeepers.

The MPS has been actively coordinating with the Ministry of National Defense, the Ministry of Foreign Affairs and relevant units to complete the process and procedures for sending public security officers to UN peacekeeping missions.

In addition to being fluent in foreign languages, including English, French and Chinese, police officers to be sent to UN peacekeeping missions also meet all requirements in Circular No. 53/TT-BCA dated May 15, 2021 on standards for public security officers participating in the UN peacekeeping operations.
