Member of the Politburo and Minister of Public Security of Vietnam General To Lam, leading a high-ranking Vietnamese Ministry of Public Security delegation, attended the 12th International Meeting of High-ranking Officials Responsible for Security Matters took place in St. Petersburg, Russia from April 22nd to April 25th and had meetings with leaders of the host country’s law enforcement agencies.

* Minister To Lam had talks with Secretary of the Security Council of Russia Nikolai Platonovich Patrushev on April 23rd, 2024.

At the talks, Mr. Nikolai Platonovich Patrushev underscored that Russia always considers Vietnam a reliable and top priority partner in the Asia-Pacific region as well as in the Southeast Asia.

He also expressed his pleasure at the result of the phone call between Vietnam’s Party General Secretary Nguyen Phu Trong and Russian President Vladimir Putin, and looked forward to further promoting the implementation of bilateral agreements in the fields of economy, trade, security and defense.

Minister To Lam affirmed that the cooperation between the two countries has recently witnessed positive developments in various fields such as politics, defense, security, culture, education, economy, trade, logistics and support for one country’s citizens living in the other.

Minister To Lam also revealed that the Vietnamese Ministry of Public Security had cooperated closely with Russian law enforcement agencies in promoting multi-level delegation exchange, information and experience sharing, professional technical services and capacity-building of police officers.

Minister To Lam suggested that the two sides should further promote the comprehensive strategic partnership between the two countries in the coming time, focusing on settling obstacles to the bilateral cooperation, promoting bilateral trade and investment as well as strengthening security and defense cooperation.

On this occasion, Minister To Lam aslo suggested Mr. Nikolai Platonovich Patrushev actively prepare President Vladimir Putin's official visit to Vietnam in 2024 at the invitation of Vietnam’s Party General Secretary Nguyen Phu Trong.

* Speaking at the meeting with Governor of St. Petersburg Alexander Beglov, Minister To Lam sincerely thanked Saint Petersburg’s authority and people for the inauguration ceremony of the President Ho Chi Minh Monument in June 2023, a noble symbol of the Vietnam – Rusia relationship, contributing to deepening the traditional friendship and comprehensive strategic partnership between the two countries.

Governor Alexander Beglov emphasized that the St. Petersburg’s authority always priotized the cooperation with Vietnam’s partners in the spirit  of the traditional friendship and comradeship.

He also revealed that the St. Petersburg’s authority will organized a Vietnam Week in May 2024 to celebrate President Ho Chi Minh’s birthday and the 70th anniversary of the Dien Bien Phu Victory.

Governor Alexander Beglov underlined an urgent need to promote political ideological education for the young generation, and wished to translate books about political ideology, ethics and lifestyle written by General Secretary Nguyen Phu Trong for display at exhibitions and events related to Vietnam, aiming to introduce them to the St. Petersburg’s young generation.

* During the working trip, Minister To Lam and the Vietnamese delegation also had separate meetings with Heads of Delegation from China, Cuba, India, Laos, Cambodia, Belarus to discuss bilateral cooperation in general and cooperation in the field of law enforcement in particular.
