Minister of Public Security General To Lam Prof., Dr., hosted a meeting with Professor Thomas J. Vallely, Senior Advisor of Harvard Kennedy School, the USA, on the afternoon of March 25, 2024, in Hanoi.

At the meeting, Minister To Lam expressed delight at positive developments in the Vietnam and US relations and cooperation, particularly the upgrading of the two countries’ relationship to a comprehensive strategic partnership.

Besides, agencies and branches of both sides actively implemented the Joint Declaration and Action Plan and considered promoting cooperation in semiconductors, digital transformation, artificial intelligence and new technologies.

Minister To Lam emphasized that the Government and the Ministry of Public Security of Vietnam always attach importance to expanding technology cooperation with developed countries, particularly the United States, adding: "When cyber security threats are increasing in terms of number and complexity, it is necessary for countries, including Vietnam and the United States, to cooperate to strengthen their capacity to ensure cyber security as well as complete the legal framework to prevent criminal activities in cyberspace."

Minister To Lam also stated that cooperation between the Ministry of Public Security and US information technology businesses can help the Vietnamese competent agencies to effectively prevent cybersecurity threats, develop cyber security measures, and improve the efficiency of fighting cyber crime in Vietnam.

At the meeting, the two sides shared the same view that the authorities of Vietnam and the United States recently focused on cybersecurity cooperation, including building capacity of personnel in charge of cyber security, teaching foreign languages as well as sharing working experiences and professional expertise.

The two sides also sought to sign documents on cybersecurity between the Ministry of Public Security of Vietnam and authorities of the US National Security Council as well as the US ASEAN Business Council (USABC).

Meanwhile, the Ministry of Public Security actively gave comments on a comprehensive international convention on banning the use of information and communications technology for criminal purposes initiated by the United Nations (UN) as well as the Resolution of the UN General Assembly on promoting “safe, secure and trustworthy” artificial intelligence (AI) systems proposed by the United States.

Minister To Lam affirmed that, in order to develop high-quality human resources as well as to complete policies and a legal corridor regarding cybersecurity and new technology, the Ministry of Public Security of Vietnam is very interested in cooperation and professional exchange with institutes and research centers of Harvard University.

“Cooperation projects between the Ministry of Public Security and Harvard University will be a concrete demonstration of good relations and cooperation between Vietnam and the United States in the context when the two countries have upgraded their relationship to a comprehensive strategic partnership," Minister To Lam emphasized.

Professor Thomas J. Vallely thanked Minister To Lam for the meeting, and highly valued the cooperation between US law enforcement agencies and the Vietnamese Ministry of Public Security.

The guest said that Vietnam has many opportunities to develop AI infrastructure, and affirmed that Vietnam and the United States have been cooperating effectively in the fight against cybercrime and ensuring cybersecurity.

He hoped that the two sides will  continue developing the bilateral relations and cooperation in the coming time.
