Ministry of Public Security hosts national scientific conference on building National Data Center

The Ministry of Public Security and the Working Group for the Project to enhance the application of population, electronic identification and electronic authentication data for national digital transformation in the period 2022- 2025, with a vision toward 2030 (Project 06) organized the first-ever National Scientific Conference to discus the building of the National Data Center.

The meeting themed "Developing essential data strategy to create momentum for economic and social development” was chaired by Standing Deputy of the Project 06 Working Group and Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc, and participated by experts, scientists inside and outside the Public Security Forces as well as representatives of a number of agencies and units under the Ministry of Public Security.

Currently, many developed countries in the world have built data centers and database systems while countries in the Asia region, such as Korea, Japan, India, Singapore have all focused on building national data centers to create a foundation to successfully implement digital transformation. 

Meanwhile, in our country, the process of building e-Government, digital government had been at the beginning while the implementation of Project 06 in recent times had revealed a number of limitations and inadequacies in material and human resources and infrastructure as many information technology systems appeared to have been obsolete, lacking synchronousness and confidentiality in terms of network, information security and safety, and many databases had not been updated nor standardized for a long time.

In January 28, 2023, the Government Office issued Notice No. 16, citing statements of the Prime Minister at a conference to review the one-year implementation of Project 06 and summarize the activities of the National Committee on Digital Transformation in 2022. 

Accordingly, the Prime Minister had agreed to build a National Data Center,  and assigned the Ministry of Public Security to assume the prime responsibility for, and coordinate with relevant ministries and agencies to introduce the project to build the National Data Center at the regular Government meeting in January 2023.

Speaking at the opening of the meeting, Deputy Minister Nguyen Duy Ngoc emphasized that the National Data Center is an unprecedented project in Vietnam, so there will be many difficulties and obstacles related to network legality, management, security, safety, connection and exploitation.

At the same time, the construction of the National Data Center requires close coordination and cooperation among different Central agencies, ministries, sectors and branches.

Therefore, Deputy Minister Nguyen Duy Ngoc hoped that delegates, experts and scientists would discuss and find good solutions to the issues so that the Ministry of Public Security and relevant agencies could soon complete the drafting of the project and develop the project in the coming time.

At the seminar, experts and scientists focused their analysis on the following topics: data collection, network connection and data exploitation, which are seen as the heart of digital transformation.

They also cited world lessons and discussed Vietnam's opportunities to build a Big Data Center.

Participating experts and scientists totally agreed on the need to build a National Data Center in Vietnam, but also expressed their concern about security and safety infrastructure.

According to them, Vietnam should learn lessons from developed countries and early craft a good data strategy, creating an important premise to build the National Data Center.
