Ministry of Public Security reviews task performance in three first quarters

The Ministry of Public Security (MPS) held a meeting on September 28 in Hanoi to review the task performance of the Public Security Forces in September as well as in the past nine months.

The event was held in the form of videoconferencing connecting the MPS Headquarters with under-ministerial agencies and provincial-level police departments.  General To Lam, Politburo Member and Minister of Public Security, chaired the meeting.

At the meeting, Chief of the MPS Office Lieutenant General To An Xo delivered a report on the Public Security Forces’ performance of their tasks over the past time, saying that the forces have ensured national security and social order while exerting great effort in fighting the COVID-19 pandemic amidst complicated political, economic and social developments in the region and the world.

Regarding their efforts on the anti-pandemic front, the Public Security Forces have deployed more than 100,000 officers and soldiers to the frontline of the COVID-19 fight, while effectively preventing and strictly handling illegal entry into and exit from the country as well as maintaining traffic safety and facilitating the transportation of essential goods for people during the pandemic.

Additionally, the MPS established a Ho Chi Minh City-based Interim Front Command to direct the Southern police and reinforcements to efficiently prevent and control COVID-19 in Southern localities. The MPS also directed its affiliated agencies to successfully develop software based on the National Population Database, facilitating the management of people entering and leaving pandemic-hit areas and identification of vaccinated persons.

The MPS also launched a special emulation movement with the theme “People's Public Security Forces serve as a shield against the COVID-19 pandemic and a sharp sword to protect security and social safety” and the motto “Public Security Forces: Millions of hearts, single will, and strong determination to wipe out the COVID-19 pandemic”.

Over the past time, the Public Security Forces have actively worked out and effectively implemented many plans to protect absolute security and safety for the Party and State’s senior leaders and international delegations as well as important events of the country, such as the 13th National Party Congress , the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term and the sessions of the 15th National Assembly.

Regarding crime combat and social safety, over the past nine months, the police forces have successfully investigated 31,452 cases of social-order-related offences (10.69% lower than that of the same period in 2020).  Some 8,154 traffic accidents with 4,166 dead and 5,645 injured victims have been recorded across the country, down by 23.64%, 16.4%, 28.38% in terms of cases, deaths and injuries respectively compared to the same period in 2020.

The police forces also solved 21,753 drug-related cases and arrested 31,209 people involved. They seized 517.57 kg of heroin, 2,212.24 kg and 1,750,311 pills of synthetic drug, 964.48 kg of marijuana.

Moreover, some 1,919 cases with 3,301 related people have been handled by the police nationwide, all related to illegal storage and use of weapons, explosives and combat gears. The police seized a large number of guns, ammunitions, and explosives in the cases.

The MPS has officially run the National Population Database and the system for production, issuance, and management of chip-based ID cards since July 1. It also directed its affiliates to create and deploy many applications on the basis of the National Population Database to serve the COVID-19 fight and e-Government development.

The MPS also successfully implemented the amnesty decision by the State President which gave parole to well-behaved prisoners on the occasion of the National Independence Day (September 2), contributing to effectively demonstrating the State's clemency policy.

To conclude the meeting, Minister To Lam stressed the key missions for the Public Security Forces in the coming time, asking all public security agencies and units to further promote the anti-pandemic movement launched by the MPS. 

All under-ministerial  and local-level agencies and units should effectively implement their working plans for the fourth quarter of 2021 as well as pay attention to fighting crimes during and after the COVID-19 pandemic, the Minister asked.

He also asked relevant agencies under the MPS to speed up, and ensure the quality of the drafting of legal documents while speeding up development of the e-Government in line with Resolution No. 17 of the Government and the digital transformation program of the Public Security Forces.
