The National Assembly (NA) held a plenary session to discuss the draft Law on Personal Data Protection on the morning of May 24, 2025.

At the session, Member of the Politburo and Minister of Public Security General Luong Tam Quang clarified NA deputies’ queries and key issues related to the draft law.

In his remarks, Minister Luong Tam Quang stressed the urgent need for Vietnam to promulgate the Law on Personal Data Protection, saying that the Ministry of Public Security had recommended the NA to discuss and pass the law in one session rather than two as previously planned.

Minister Luong Tam Quang underscored that personal data is inherently linked to an individual’s identity and privacy, which is at increasing risks of infringement of human security.

He emphasized that the draft law aims not only to address current pressing issues of violating personal data but also to include regulations on potentiallyemerging challenges in the digital era, contributing to the comprehensive protection of personal data.

The Minister acknowledged that many businesses, organizations and individuals in Vietnam have yet to be aware of personal data protection, which may lead to “gray areas” in how personal data is collected, stored and used.

Minister Luong Tam Quang also pointed out that, in several major fraud cases recently uncovered by the Public Security Forces, the illegal exposure and trading of personal data is the origin of crimes.

He stated that the regulation of the draft law applies to both traditional and digital environments, aiming to eliminate legal loopholes that could be exploited by criminals to infringe on personal data.

He further affirmed that the draft law is aligned with Vietnam’s broader legal framework, particularly with the Law on Data, ensuring coherence and legal consistency.

The Minister also noted that the drafting committee had carefully considered stakeholder feedback and made substantial efforts to streamline and simplify administrative procedures, with the goal of facilitating business operations, reducing compliance costs and creating favorable conditions for individuals and enterprises.
