Present at the ceremony were General To Lam, Politburo member, Minister of Public Security; Mr. Dinh Tien Dung, Politburo member, Secretary of the Hanoi Municipal Party Committee; Senior Lieutenant General Luong Tam Quang, Member of the Party Central Committee, Deputy Minister of Public Security; Lieutenant General Nguyen Duy Ngoc, Member of the Party Central Committee, Deputy Minister of Public Security, Head of the Steering Committee for celebration if the 60th Founding Day of the People's Police Force; representatives from Central agencies, ministries, branches as well as officers and soldiers of agencies and units under the Ministry and Hanoi Municipal Police Department.

The monument is located at Tran Nhan Tong Street, Nguyen Du Ward, Hai Ba Trung District (next to Thong Nhat Park) and in a space open to the people of the city.
It is also a place suitable for the Public Security Forces as well as civilian organizations and people to organize political and cultural activities.
Speaking at the ceremony, Deputy Minister Nguyen Duy said that the monument is a project with profound political, historical and cultural significance.
It serves as an open-air class to educate the glorious history of the Public Security Forces for the generations of cadres and soldiers as well as a reminder of silent sacrifice of public security officers in the past wars against foreign invaders and in present missions of safeguarding national security, ensuring public order and safety, protecting the socialist Fatherland of Vietnam and the peaceful life of the people.
After more than one year of construction, the monument was inaugurated on the occasion of the 60th Founding Day of the People's Police Force.

On behalf of the Hanoi People's Committee, Mr. Ha Minh Hai, Vice Chairman of the Hanoi Municipal People's Committee congratulated the Ministry of Public Security on the project with many profound meanings in the Capital City.
He emphasized that in the coming time, the Hanoi Municipal People's Committee will continue to direct the local police, departments, agencies, Hai Ba Trung District People's Committee to coordinate with the Department of Party Work and Political Work under the Ministry of Public Security in maintaining and promoting the value and significance of the monument.
