MPS and MOST partner to advance sci-tech research, development and application for 2026-2030

The Ministry of Public Security (MPS) and the Ministry of Science and Technology (MOST) held a conference, on the afternoon of July 21, to review Program No. 14 on their science and technology collaboration for 2021–2025, and sign a new coordination agreement for the 2026–2030 period.

The conference was co-chaired by Member of the Politburo and Minister of Public Security General Luong Tam Quang, and Member of the Party Central Committee and Minister of Science and Technology Vu Hai Quan.

Delegates from the Ministry of Public Security included Party Central Committee Members and Deputy Ministers: Senior Lieutenant General Le Van Tuyen, Senior Lieutenant General Nguyen Van Long, Senior Lieutenant General Nguyen Ngoc Lam, and Lieutenant General Dang Hong Duc, alongside leadership from units directly under the MPS.

Meanwhile, representatives from the science and technology sector were Member of the Party Central Committee and Chairwoman of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai, and MOST Deputy Ministers: Mr. Bui Hoang Phuong, Alternate Member of the Party Central Committee, Mr. Le Xuan Dinh, Mr. Hoang Minh, and Mr. Pham Duc Long; as well as other officials from the National Assembly's Committee on Science, Technology and Environment and the Central Theoretical Council.

Speaking at the conference, Minister Luong Tam Quang commended and highly valued the achievements under the joint program for 2021–2025. He expressed sincere gratitude to the Ministry of Science and Technology for its close and effective collaboration over recent years and expressed his desire to maintain this robust partnership in the coming phase.

Minister Luong Tam Quang highlighted the directive of General Secretary and State President To Lam:

"Science, technology, innovation and digital transformation are the golden key and a vital element for our country to escape the middle-income trap, eliminate the risk of falling behind, and realize the nation's aspirations for strength and prosperity."

He further noted that the 14th National Party Congress mandates "establishing a new growth model driven primarily by science, technology, innovation, and national digital transformation," ensuring that national security advances in lockstep with development while achieving strategic autonomy in security and social order.

"Coordination between the Ministry of Public Security and the Ministry of Science and Technology must be elevated to new heights. We must jointly implement sci-tech initiatives effectively to enhance national security capabilities and achieve strategic autonomy in security and order. Concurrently, we must ensure the successful implementation of the Party's strategic guidelines regarding breakthroughs in science, innovation, and national digital transformation, thereby neutralizing all risks and challenges," Minister Luong Tam Quang emphasized.

The Minister requested all police units and local departments to proactively and decisively draft and issue action plans immediately following the promulgation of the 2026–2030 Coordination Program. He urged continued close collaboration with functional units under MOST and municipal/provincial Departments of Science and Technology to resolve existing shortcomings and effectively deploy sci-tech research and applications in service of public security duties.

Furthermore, Minister Quang called for fundamental innovations in management and task execution based on the principle “Clear assigned personnel, clear tasks, clear timelines, and clear accountabilities.” All initiatives must deliver concrete products with clearly designated end-users, ensuring that outputs are measurable and directly serve the combat and operational requirements of the People's Public Security forces.
