Minister of Public Security General To Lam hosted an official welcoming ceremony for a high-ranking delegation of the Ministry of Internal Affairs of the Russian Federation led by General Kolokoltsev Vladimir Alexandrovich, Minister, on October 31 in Hanoi.

The two ministers held talks after the welcoming ceremony.

Lieutenant General Nguyen Duy Ngoc, Member of the Party Central Committee, Deputy Minister of Public Security, also attended the talks.

Minister To Lam welcomed Minister Kolokoltsev Vladimir Alexandrovich and the high-ranking delegation of the Ministry of Internal Affairs of the Russian Federation and affirmed that the MPS of Vietnam highly valued the visit.

Minister To Lam expressed his belief that the visit would contribute to promoting the comprehensive strategic partnership between Vietnam and the Russian Federation in general, and creating a new momentum for the two ministries to develop their good traditional relations.

Minister To Lam expressed his pleasure at positive results of cooperation between the two ministries in all fields, particularly in exchange of delegations, mutual support at bilateral and multilateral conferences, as well as joining efforts in investigating transnational cases and pursuit of internationally wanted fugitives through bilateral cooperation channels and the Interpol framework.

Given the complex developments in the world and region, the two sides agreed to effectively implement the “Coordination Program” for the period 2022 - 2024 signed in May 2022 while further revising it to meet the need and interests of both sides and be suitable  for the situation in the period 2025 - 2027.

Both sided also agreed to enhance  exchange of delegations at all levels, continue promoting cooperation and experience sharing in the field of crime prevention and implementation of tasks related to the functions of the two ministries.

An overview of the talks. 

The MPS hoped that the Russian side would further support the training of Vietnamese officers and students in the Russian Federation, and send experts to Vietnam to improve the capacity of officers, especially in prevention and control of high-tech crimes, economic security, combat of transnational drug trafficking, and criminal science and technology.
