The Ministry of Public Security (MPS) convened a meeting to deploy the tasks of drafting the Law on Amendments and Supplements to the Law on Judicial Records, on the afternoon of March 27, in Hanoi.

Speaking at the meeting, Deputy Minister Le Quoc Hung noted that, following the guidelines of the Politburo, the National Assembly and the Government, MPS has officially assumed the State management of criminal records and the issuance of criminal record certificates as of March 1, 2025.

After nearly a month of performing the new mission, the Public Security Forces have made great efforts to fulfill their duties, issuing thousands of judicial record certificates to people, without disruption.

At the same time, MPS also focused on institutional improvement by carefully studying and revising the 2009 Law on Judicial Records and its guiding documents to meet the practical requirements of the current situation.

At the meeting, a decision signed by the Minister of Public Security on the establishment of a Drafting Committee and Editorial Team for the Law on Amendments and Supplements to the Law on Judicial Records was officially announced.

Highlighting key points in the draft Law, Director of the Department of Criminal Records and Archives Lieutenant General Ngo Thi Hoang Yen stated that the draft proposes to amend 21 out of 57 articles, and add one new article to the 2009 Law on Judicial Records, with the aim of ensuring the consistency and synchronization of the legal system in this field.

Discussing at the meeting, delegates expressed their unanimous agreement on the necessity of making amendments and supplements to the 2009 Law on Judicial Records, gave ideas to improve the draft law, and proposed approaches to enhance the quality of the law-drafting process.

Concluding the meeting, Deputy Minister Le Quoc Hung requested that the Department of Criminal Records and Archives, as the Standing Agency assisting the Drafting Committee, thoroughly study and carefully revise the 2009 Law on Judicial Records, focusing on important issues when the State management of criminal records and the issuance of criminal record certificates has been transferred from Ministry of Justice to MPS.

At the same time, the amended law should have specific regulations on the responsibilities of agencies, ministries and sectors involved in State management of criminal records.
