General To Lam, Minister of Public Security (MPS) chaired a video-conference to discuss approaches to build a comprehensively strong district-level police force and a professional communal-level police force, on October 19.

At the conference, Lieutenant General To An Xo, Chief of the MPS Office briefed delegates on results of building grassroots-level police forces over the past time, saying that the police of 63 provinces and cities have completed the posting of professional police officers to communes. 

On average, each commune or township has 5 commissioned police officers. Fact shows that the posting of professional police officers to communes and townships has contributed to local security, social order and safety as well as reducing numbers of crimes and law violation cases.

In addition, the communal-level police force has played a key role in preventing and controlling the COVID-19 pandemic as well as implementing the project to build the National Database on Population and the e-ID issuance project.

Over the past time, many officers working at communal-level police posts have set a good example as they have overcome difficulties and hardships and successfully fulfilled their duties.

At the conference, delegates focused discussion on force building, equipment, infrastructure, and policies for police officers at grassroots levels, and proposed solutions to improve the operational efficiency of district-level and commune-level police forces.

Speaking at the conference, Minister To Lam highly appreciated the remarkable results of building a comprehensively strong district-level police force and a professional communal-level police force over the past time.

He asked the relevant agencies and units under the MPS to continue building grassroots-level police forces.

The minister also required the Criminal Investigation Agency’s Office under the MPS to speed up the project to improve capabilities for investigation, prosecution and judgment execution of the grass-roots police forces as well as the project to build an investigation police agency model at the district-level police station.
