MPS hosts scientific conference on strengthening Party’s leadership over grassroots security and order protection

PSNews - Deputy Minister of Public Security Senior Lieutenant General Dr. Le Van Tuyen chaired a ministerial-level scientific conference on strengthening the Party’s leadership over security and order protection at the grassroots level, on the morning of September 4 in Hanoi.

The conference was attended by Member of the Party Central Committee and Deputy Head of the Central Steering Commission for Communication, Education and Mass Mobilization Ngo Dong Hai. The opening report underlined that, in recent years, the work of protecting security and order at the grassroots level has achieved significant results.

Accordingly, the Public Security Forces, as the core force in maintaining security and order, have actively advised authorities at all levels to take comprehensive measures to safeguard national security and ensure social order and safety at the grassroots level.

Thanks to their efforts, political security has been maintained, and emerging complex security issues have been detected and resolved early and effectively from the grassroots level.

In fact, social order and safety has generally been positively improved, and crime has been curbed while much power of the masses has  been mobilized for the “All People Protecting National Security” movement, contributing to maintaining a peaceful and stable environment for national development.

At the conference, delegates from ministries, sectors and localities, experts and scholars presented papers analyzing the current situation, results and limitations in grassroots-level security and order protection work. 

They also clarified the political and legal foundations as well as practical needs for enhancing the Party’s leadership in the protection of grassroots-level public order and security, as well as proposed enhancing efforts to protect grassroots security and order effectively in the new context.

Speaking at the conference, on behalf of the leadership of the Ministry of Public Security, Deputy Minister Le Van Tuyen highly valued the opinions and ideas of delegates, saying that they had a high sense of responsibility and special support for the Public Security Forces and grassroots security and order protection work.

He emphasized the need to further renovate the content and methods of Party leadership in grassroots security and order protection, especially through reforms in governance thinking, decentralization and delegation of authorities to foster initiative and creativity in addressing security and order issues at the grassroots level.

Deputy Minister Le Van Tuyen underscored the importance of building a strong security and order protection force, while stressing the need to effectively implement Resolution No. 12 of the Politburo on building clean, strong, regular, elite, and modern Public Security Forces to meet the task requirements in the new situation.

Based on the outcomes of the conference, he requested the standing agency to promptly incorporate delegates’ recommendations into a draft, soon finalize the proposal of the Public Security Central Party Committee, and submit it to the Party Secretariat for issuance of a Directive on strengthening the Party’s leadership over security and order protection at the grassroots level in the new situation.
