The opening ceremony was attended by Major General Le Xuan Minh, Director of the Department of Cybersecurity and Hi-tech Crimes and Mr. Heng Lee, Head of Government Affairs and Public Policy for Asia-Pacific and Japan at Kaspersky.

In his opening remarks, Major General Le Xuan Minh emphasized that, in today’s global landscape, cybersecurity is no longer merely a technical or administrative matter, but a vital component of national security, digital sovereignty and the operational capacity of a modern sovereign state.

He noted that targeted attacks on critical infrastructure, the rise of state-sponsored hacker groups and transnational information manipulation campaigns are posing security threats that far transcend traditional borders.

Against this backdrop, AI serves both as a catalyst and a complex challenge, requiring not only standalone technical solutions but also strategic, policy-driven and holistic cooperation approaches, he added.

The Major General hoped that through direct engagement with international experts from Kaspersky, participants would gain practical insights, learn from real-world cyber operations and develop a deeper understanding of AI-integrated security systems.

He called on all participants to approach the program with discipline, openness, creativity and critical thinking, thereby contributing to the development of a cybersecurity force with strategic vision, professional competence and technological proficiency, capable of safeguarding the nation's digital space in the new context.

The training program is divided into three sessions: the first provides a general introduction to AI and cybercrime; the second focuses on AI technology applications and solutions in crime prevention; and the third addresses advanced threats, ethical challenges and policy-related issues, offering comprehensive understanding of AI’s role in cybersecurity and hi-tech crime prevention.
