The Ministry of Public Security (MPS) held a webinar on November 23 to summarize results of theoretical work in the Public Security Forces over the past 10 years, and a ceremony to sign the cooperation program between the MPS and the Central Theoretical Council in the 2021-2026 period.

The event was co-chaired by General To Lam, Politburo Member, Secretary of the Public Security Central Party Committee (PSCPC), Minister of Public Security and Head of the MPS Theoretical Council, and Prof. Dr. Nguyen Xuan Thang, Politburo Member, Chairman of the Central Theoretical Council and Director of the Ho Chi Minh National Academy of Politics.

At the event, Deputy Minister of Public Security Tran Quoc To briefed the delegates on the results of theoretical work conducted in the Public Security Forces over the past 10 years after the issuance of Resolution 08-NQ/DUCA on the theoretical work in the Public Security Forces in the new situation, Directive 05/CT-BCA-V21 on strengthening theoretical work in the Public Security Forces.

At the same time, delegates focused on analyzing the objectives, requirements, directions, tasks of the theoretical work as well as discussed breakthrough approaches to improve the quality and efficiency of theoretical work the Public Security Forces in the current situation

The two sides sign cooperation program between the MPS and the Central Theoretical Council in the 2021-2026 period.

Chairman of the Central Theoretical Council Nguyen Xuan Thang highlighted the importance of the cooperation deal, saying that based on the deal the two agencies will further coordinate in conducting theoretical studies on the Public Security Forces as well as effectively enhancing theoretical work in the forces  in the time to come.

In recognition of their contributions to the national security protection cause and theoretical work in the Public Security Forces over the past 10 years, the MPS presented the “National Security Protection” Medal to 9 senior officials of the Central Theoretical Council, and rewarded Certificates of Merit to 28 subunits and 52 officers for their achievements in theoretical work.

Speaking at the event, Minister To Lam emphasized the importance of theoretical work in the national construction and defense in the new situation. He also noted that the Public Security Forces should promptly concretize the guidelines of the Party, policies and laws of the State on protecting national security, and maintaining social order and safety.

Officers with outstanding achievements and contributions honored at the event. 

The minister urged under-ministerial agencies and units to craft concrete plans with a vision toward 2030 and 2035 for theoretical research and education in the Public Security Forces, saying that theoretical research should focus on clarifying major missions in each period and solving complex and outstanding issues related to national security and public order arising in their practical activities.

He also stressed the need to improve the operational efficiency of the Theoretical Council of the MPS and its sub-committees, as well as to improve theoretical education in the Public Security Forces.
