The Ministry of Public Security (MPS) held a meeting to review the one-year deployment of the Grassroots Security and Order Support Force on the afternoon of November 12 in Hanoi.

Member of the Politburo and Prime Minister Pham Minh Chinh attended and delivered a keynote speech at the meeting.

The event also saw the presence of Chairman of the National Defence, Security and Foreign Affairs Committee of the National Assembly Senior Lieutenant General Le Tan Toi; Deputy Ministers of Public Security Senior Lieutenant General Tran Quoc To, Senior Lieutenant General Le Quoc Hung and Senior Lieutenant General Le Van Tuyen.

In his opening remarks, Minister Luong Tam Quang highlighted that over the years, along with building clean, strong, regular, elite and modern Public Security Forces, the Party and the State have paid special attention to developing and promoting the role of the masses in maintaining security and order at the grassroots level.

Under the leadership of Party committees and local authorities as well as of the Public Security Forces, grassroots security protection teams nationwide have always fulfilled their duties, coordinating effectively with local police forces in preventing crime, maintaining social order and promoting the “All People Protecting National Security” movement.

The Minister stated that, after one year of the Grassroots Security and Order Support Force’s deployment, ministries, sectors and localities nationwide have seriously and effectively implemented the Law on Forces Participating in Security and Order Protection at the Grassroots Level and related guiding documents, noting that the newly established force has proven its important position and its role in assisting the communal police force in ensuring order and security at the grassroots.

Minister Luong Tam Quang pointed out that the meeting aimed to provide an objective and comprehensive assessment of the organization, operation and achievements of the Grassroots Security and Order Support Force, as well as to honor outstanding collectives and individuals of the force for their typical achievements over the past year.

During the discussions, delegates intensively analyzed the operational activities of the Grassroots Security and Order Support Force, shared lessons learned from practices, and proposed approaches to bring into full play the force’s key role in assisting the Public Security Forces in grasping the security situation in localities.

Addressing the meeting, Prime Minister Pham Minh Chinh acclaimed the outstanding achievements attained by Party committees, local authorities, the Public Security Forces and grassroots security protection teams nationwide in maintaining public order and security across the country over the past year.

He urged Party committees and local authorities to be fully aware of the crucial role of the Grassroots Security and Order Support Force in safeguarding local security and social order, continue perfecting the legal framework on the force’s operation, and provide adequate material and technical resources for the force to perform its duties.

Prime Minister Pham Minh Chinh also called on the Grassroots Security and Order Support Force to continue serving as “extended arms” of the Public Security Forces, strengthen its ties with local authorities, and proactively collaborate with the communal police force to build crime-free and drug-free communes and wards, thereby contributing to a peaceful, orderly and safe society.
