MPS specifies its 2026 legal drafting program

PSNews - Recently, the Ministry of Public Security (MPS) held a symposium on its legal drafting program for 2026. Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen chaired the meeting.

According to reports presented at the meeting, in implementing the legislative program of the National Assembly as well as the legal drafting programs of the Government and the Ministry of Public Security, public security units and agencies have adopted synchronous measures to effectively develop a system of legal normative documents on security and order.

In 2025, the Ministry of Public Security took the lead in legal drafting as it drafted and submitted 12 bills to the National Assembly for adoption, one ordinance to the Standing Committee of the National Assembly, 22 decrees and two resolutions to the Government as well as four decisions to the Prime Minister.

The Ministry also coordinated with central judicial bodies to issue five joint circulars, while the Minister of Public Security promulgated 138 circulars related to security and order.

According to the 2026 program, the Ministry will take prime responsibility for drafting a number of bills for the National Assembly, including the amended Law on Handling of Administrative Violations.

It will also propose adding legal projects to the National Assembly’s legislative program, such as the amended Penal Code, the Law on Organization of Criminal Investigation Agencies and the Law on Data Security, while it is drafting more than 200 sub-law documents.

At the meeting, delegates highlighted the outcomes of legal drafting of the Ministry in 2025 and endorsed the directions and tasks set for 2026.

In his concluding remarks, Deputy Minister Le Van Tuyen recognized and applauded the efforts of relevant public security units and agencies in law-drafting work over the past period.

He emphasized that the Ministry of Public Security is responsible for drafting a substantial volume of legal documents that requires public security units and agencies to strictly adhere to the orientations and policies of the Party and the State.

The Deputy Minister requested relevant functional units to concretize the program for drafting legal normative documents, and seriously implement the Ministry’s plans on legal communication and enforcement in line with their assigned functions and tasks.

He also stressed the importance of proactively forecasting developments and promptly proposing appropriate legal frameworks to support the effective implementation of adopted laws, ensuring strict compliance with the procedures and the timelines as well as consultation and appraisal processes.
