MPS steps up the drafting of Law on Road Traffic Safety and Order

The Ministry of Public Security (MPS) on June 23 held a meeting with the Governmental Office, the Ministry of Justice, and the Ministry of Transport on the drafting of the Law on Road Traffic Safety and Order.

General To Lam, Member of Politburo and Minister of Public Security, Minister Mai Tien Dung, Member of the Party Central Committee and Chief of the Governmental Office, Mr. Le Thanh Long, Member of the Party Central Committee and Minister of Justice, Mr. Nguyen Van The, Member of the Party Central Committee and Minister of Transport, co-chaired the meeting.

At the meeting, Lieutenant General Vu Do Anh Dung, Director of the Traffic Police Department under the MPS, delivered a report on the drafting of the Law on Road Traffic Safety and Order, affirming that the Party, the National Assembly and the Government showed their consensus on the need to develop the Law on Road Traffic Safety and Order along with the Law on Road Transport compiled by the Ministry of Transport, and tasked the MPS to draft the law and submit it to the Government and the National Assembly at its upcoming 10th Session.

Additionally, the Vietnam Constitution and other relevant laws clearly define the two fields and responsibilities of sectors for them. While the defense, public security and interior sectors are responsible for ensuring traffic safety and order, public order, security and safety, road construction, and road transportation belong to the economic, technical, and industrial sectors.

Following the Party and the State's guidelines, the MPS has drafted the law on scientific and legal as well as practical bases, the Ministry of Public Security Forces has conformed to the principle that the law involves matters related to traffic order and safety as well as security and order on the road. It also defines that the Public Security Forces are principally responsible for maintaining road traffic order and safety.

But the law does not include investment, development and construction of the traffic infrastructure system, which should be the responsibility of the transport sector. The content and scale of the draft law have received big support from the government, ministries, local authorities, and people.

At the meeting, delegates discussed and gave ideas to the draft Law on Road Traffic Safety and Order. They agreed that the draft law should carefully be reviewed and then re-submitted to the Government for comments. They also agreed that it should be presented at the National Assembly’s Standing Committee and then at the next sitting of the National Assembly in 2020.

To conclude the meeting, Minister To Lam emphasized that the Drafting Board of the MPS is determined to draft provisions of the law that help ensure traffic order and safety and reduce traffic accidents and traffic jams, contributing to socio-economic development of the country.

Minister To Lam hoped that the Governmental Office, the Ministry of Justice, the Ministry of Transport and other relevant agencies to join common effort to complete the draft law as scheduled.
