The Ministry of Public Security (MPS) held a meeting to officially assume the State management of drug rehabilitation and post-rehabilitation from the Ministry of Labor, War Invalids, and Social Affairs (MOLISA), on February 26th, in Hanoi

Member of the Politburo and Minister of Public Security General Luong Tam Quang chaired the meeting.

The meeting was held online and participated in by delegates across the country.

In his opening remark, Minister Luong Tam Quang stressed that the transfer of the responsibilities from MOLISA to MPS is a major policy aimed at reforming and enhancing the effectiveness of drug rehabilitation and post-rehabilitation management, significantly contributing to reducing the drug demand in line with the Politburo’s directives.

As part of the reorganization and streamlining process of ministries and ministerial-level agencies, the State management of drug rehabilitation and post-rehabilitation has been transferred from MOLISA to MPS.

Realizing the Government’s policy, MPS has drafted a project to take over the responsibilities from MOLISA.

Accordingly, the Counter-Narcotics Police Department is assigned to take on the responsibilities of drug rehabilitation and post-rehabilitation management from MOLISA, while counter-narcotics divisions of provincial-level police departments are responsible for drug rehabilitation and post-rehabilitation at the local levels.

Additionally, provincial-level police departments manage the rehabilitation facilities in their localities.

The provincial-level police department is also responsible for advising the Party Committee and People's Committee of the province on mechanisms and policies to carry out post-rehabilitation at the family and community levels.

At the meeting, delegates discussed various issues related to the transition process, including policies, regulations as well as the coordination among local authorities, sectors and organizations at all levels in managing drug addicts and ex-addicts.

Concluding the meeting, Minister Luong Tam Quang urged People’s Committees at all levels to have policies for police officers, civil servants and workers in charge of drug rehabilitation and post-rehabilitation management, and attach greater importance to drug prevention and control by seeking to reduce the drug demand.

The Minister also called on local authorities to raise the public awareness of drug prevention and control, and strive to build a drug-free community and a safe society.
