The Ministry of Public Security held a virtual conference, on September 30, in Hanoi, to discuss the criteria for granting a citizen identity card (CCCD) and conditions for the implementation of the 2020 Residence Law, which defines that all household registration books and temporary residence books will not be used after December 31, 2022.

The virtual conference, which was chaired by  Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc, was connected the headquarters of the Ministry of Public Security with police departments of provinces and Central-run cities.

Reports at the conference read that, over the past time, the Ministry of Public Security has cooperated closely with ministries and localities to make preparations for the implementation of the 2020 Law on Residence, as well as issued guidelines for the use of citizen data instead of household registration books or temporary residence books in performing administrative procedures and civil transactions.

During the meeting, delegates focused on evaluating the results of issuing of chip-based ID cards, residence management on digital basis, and the preparation of conditions for the abortion of the household registration book and temporary residence book in line with the 2020 Residence Law, starting from January 1, 2023.

They also pointed out difficulties and obstacles to the work of leaning population data and issuing e-ID cards, and managing residence of citizens in the new platform.

Concluding the conference, Deputy Minister Nguyen Duy Ngoc suggested that local police should accelerate the provision of online public services and connection of their networks with the Ministry of Public Security’s one. 

In the immediate future, local police should focus on cleaning and synchronizing data of car and motorbike registration and passports to serve the essential needs of people and businesses.

The Deputy Minister also requested relevant agencies of the Ministry of Public Security to coordinate with their counterparts under other ministries to assist the Government in promulgating a degree on using citizens’ data instead of the household registration books from January 1, 2023.
