As the entire Party, people and armed forces are doing their best to attain achievements in celebration of the 14th National Party Congress, General Luong Tam Quang, Member of the Politburo, Secretary of the Central Public Security Party Committee and Minister of Public Security, granted an interview to the People’s Public Security (CAND) Newspaper to share information and strategic orientations of the force in implementing the 14th Party Congress Resolution.

With their innovative thinking, strong resolve and highest goal of serving the Party and the people, the People’s Public Security forces continue playing their vanguard and core role in maintaining national security, ensuring social order and safety, creating a peaceful and stable environment for national development.

Reporter: Mr. Minister, we are in a joyful atmosphere of the days when the entire Party, people and armed forces are celebrating the upcoming 14th National Congress of the Party. As the Commander of the People’s Public Security Forces (PPSF), could you please share the major work orientations of the PPSF, one of the key vanguard forces in implementing Party guidelines, especially the Resolution of the 14th Congress and strategic policies to lead the country to firmly enter an era of development and prosperity?

Minister Luong Tam Quang: The 8th Congress of the Central Public Security Party Committee for the 2025-2030 tenure has outlined the major work orientations for the PPSF with the aim of affirming their core vanguard role in implementing the upcoming 14th Party Congress Resolution and the Party’s strategic policies, as follows:

To continue to playing an exemplary leading role in implementing the 14th Party Congress’s Resolution and strategic Party policies so as to achieve specific results as well as to create new hallmarks in serving the Party and the people.

To build truly clean, strong, regular, elite, and modern PPSF that are the “Most Disciplined – Most Loyal to the Party – Closest to the People,” and meet the requirements for the mission of protecting the Fatherland in the current situation.

To firmly safeguard national security, contributing to firmly preserving peace and stability, and creating the most secure, safe and favorable environment for national development.

To build and foster a disciplined order safe healthy society free of crime and drugswhile enhancing the protection of human security and preserving the peaceful and happy lives of the people.

To develop modern, transparent, effective, friendly and humane security and order (ANTT) management and governance methods that best serve the people.

To bring into full play the Public Security Forces’ international relations in contribution to a peaceful and stable environment for national development.

To develop a self-reliant, resilient, dual-use and modern security industry and provide security commerce.

To effectively implement the motto “Whenever people are in need or in difficulty, police are there” so as to affirm their role as a frontline force in rescuing and assisting the people in times of danger and hardship. This also helps improve the Public Security Forces’ mission of supporting the vulnerable population and those in difficult circumstances, contributing to resolving security and order issues from the roots, and promoting the “People’s Heart Posture” in building and protecting the socialist Fatherland.

In summary, these major work orientations are: “Following Uncle Ho’s teachings – Renovating Thinking – Enriching Knowledge – Being Regular and Modern – Being Devoted to the Party, to the People.”

Reporter: Minister, one of the new action mindsets of the Public Security Forces is the transition from the motto of “Command – Obedience” to “Command, Obedience, Initiative, Constructive Service.” What does the latter require the forces to do while performing their duties?

Minister Luong Tam Quang: The new mindset requires that the Public Security Forces should always take the initiative in their work, and create the most favorable conditions for development. In the reality, is the Public Security Forces have a range of responsibilities, particularly grasping situations at home and overseas as well as effectively implementing the Party guidelines and the State laws.

So, when each officer does his/her duties in an innovative and constructive way, he/she can detect limitations at work, advise the higher-level authorities on solutions to problems and good ideas for national development, as well as propose to address minor issues and overcome difficulties early in order to resolve minor mistakes, preventing them from accumulating into major law violations. Thus, the Public Security Forces can help unblock resources and faciliate national development.

Proactively identifying and proposing early resolutions for conflicts and hot issues among the people as well as actively assisting the public and mobilizing public support for the vulnerable population and those in difficulty contributes to consolidating and maximizing the strength of the great national unity bloc for the building and development of the country. The documents of the upcoming 14th National Party Congress set the goal "By 2045, [Vietnam will] become a high-income developed country — a peaceful, independent powerful socialist Vietnam with a democratic, civilized, prosperous and happy society." Deeply cognizant of their glorious responsibility, the People’s Public Security Forces make more contributions to and create a foundation for national development and the successful realization of Party objectives. This requires every public security officer to renovate their mindsets and be highly determined and create breakthroughsat work.

Reporter: In his speech at the 8th Central Public Security Party Congress, General Secretary To Lam underscored that the PPSF must firmly protect a peaceful and stable environment, maintain an orderly, disciplined, safe and healthy society, and create a foundation for the successful implementation of the 14th National Party Congress’s Resolution and the Party's two strategic goals. Could you please elaborate on the specific action the Ministry of Public Security will take to reach the objective?

Minister Luong Tam Quang: The Public Security forces will deploy all forces to stay highly alert, firmly grasp the situation, and provide timely advice to the Party and the State on foreign and domestic policies. In doing so, the Public Security Forces will contribute to the goal of double-digit economic growth and establishing a new growth model. Further, the PPSF should ensure that the country will never be driven into a strategically passive position and can turn 'risks into opportunities' for development. The PPSF will safeguard national security and firmly protect the political suystem, the government as well as cultural, ideological, economic, cyber and data security. The PPSF is also in charge of safeguard VIPs, key leaders of the political system, and the elites in science and technology, while resolving potential threats to security and order and prevent any passive or unexpected scenarios.

The PPSF will proactively identify and firmly protect security in new spaces and emerging fields (such as robotics, unmanned aerial vehicles, low-altitude economic security, and data security); and effectively combat new criminal methods and tactics. The PPSF will strive to build 50% communes nationwide and 18 provinces or cities free of drugs, aiming for a crime-free society. The PPSF are building a law-respecting culture and a traffic culture. Meanwhile, the PPSF will actively participate in resolving global security issues and strengthen international cooperation in implementing the Hanoi Convention, contributing to turning Vietnam into a hub of cybercrime cooperation in the Asia-Pacific region."

Reporter: On the occasion of the New Year—the inaugural year for implementing the 14th National Party Congress Resolution, what message do you wish to send to all officers and soldiers of the PPSF, governmental agencies, sectors, and people nationwide regarding their joint effort to build a prosperous country, an increasingly developed society, and a peaceful, happy life for all?

Minister Luong Tam Quang: On the occasion of the New Year 2026 (the Year of the Wood Horse), which also marks the first year of implementing the 14th National Party Congress’s Resolution, I would first like to express my deep gratitude to all public security officers and the ranks for their tireless effort and their sacrifices, under the motto 'Being ready to sacrifice lives for the country, and wholeheartedly serve the people'. I sincerely thank the Party and State for their the excellent leadership and governance of the PPSF; the People’s Army, ministries, Central agencies and local authorities for their close coordination and collaboration with the PPSF; and the people for their great support and assistance for the PPSF; and international friends and partners for their cooperation with the PPSF over the years.

I firmly believe that, under the Party’s leadership and support of all sectors and the people, the PPSF with their 80-year glorious heroic tradition will overcome any difficulty and challenge. The PPSF will excellently fulfill the mission entrusted by the Party, State, and people of Safeguarding the Party, the State and the people; creating a foundation for the successful implementation of the 14th National Party Congress’s Resolution and the Party’s strategic policies and successful building of a strong, prosperous, civilized, and happy Vietnam.
