PM calls for effective implementation of five strategic pillars

Prime Minister Pham Minh Chinh has called on the Government Party Committee to effectively design and implement five key strategic pillars, as Vietnam prepares to carry out the resolution of the upcoming 14th National Party Congress.

Speaking at a review meeting of the Government Party Committee in Hanoi on January 11, the PM, who is also secretary of the committee, noted that the five strategies include strategic institutional reform, strategic resource mobilisation, strategic infrastructure investment, strategic technology development and the creation of strategic balance.

He urged Party organisations, especially their leaders, to fully implement the strategic guidance delivered by Party General Secretary To Lam at recent national review meetings.

Despite global uncertainties and the need to adjust policy approaches in 2025, the Prime Minister said the Government Party Committee had maintained unity and determination, enabling the successful completion of political tasks and Party-building work under the leadership of the Party Central Committee, the Politburo and the Secretariat.

He cited strong economic growth, macroeconomic stability and improved institutional and legal frameworks among the year’s key achievements. Strategic infrastructure development recorded breakthroughs across transport, urban development, energy, telecommunications, high technology, culture, education and health care, helping open new development space.

Organisational restructuring was also carried out at pace, with ministries and agencies streamlined to reduce overlapping mandates and improve efficiency, while the two-tier local government model was put into stable operation.

The Prime Minister highlighted progress in social welfare, healthcare and education, alongside large-scale programmes on housing, poverty reduction and support for disadvantaged groups. National defence, security and foreign affairs remained stable, with international integration continuing to be a bright spot, he said. Efforts to strengthen anti-corruption, waste prevention and internal Party discipline were also intensified.

Looking ahead, Prime Minister Chinh stressed that 2026 will be a pivotal year, as Vietnam begins implementing the resolution of the 14th National Party Congress. Priorities include building a clean and strong Government Party Committee, enhancing the capacity and integrity of Party organisations and members, and advancing long-term strategic autonomy and national development goals.

To that end, he reiterated the need to effectively implement the five strategic pillars, alongside continued institutional reform, infrastructure development and human resource training. He also called for close attention to cultural development and social security, the safeguarding of national sovereignty and political stability, stronger defence and security capabilities, and proactive diplomacy amid shifting global policies.

The Prime Minister further instructed relevant bodies to ensure the safe and successful organisation of the 14th National Party Congress, and to promptly translate its resolution into concrete action programmes at all levels.

Delegates at the meeting reviewed the Government Party Committee’s leadership over political tasks in 2025, assessing achievements, shortcomings and underlying causes, while drawing lessons learned. Discussions also focused on priorities for 2026, particularly the implementation of major goals to be outlined by the 14th Party Congress, as well as inspection and supervision programmes for the 2025–2030 term.

Participants highlighted leadership efforts across key sectors, including agriculture and environment, finance, construction, science and technology, health care, education and training, culture, sports and tourism, as well as the development of state-owned enterprises.

At the meeting, outstanding Party organisations and individuals were awarded commendations for their contributions to Party congress organisation and the effective leadership of political tasks in 2025.
