The dispatch reads:

Since the beginning of 2018, the police force has drastically implemented various plans and measures to crack down on drug-related crimes and achieved many positive results. Particularly, the police force has successfully cracked down on major drug trafficking lines, arrested dangerous criminals and restored security and order in some previously-renowned complex localities.

However, due to the high domestic demand for and reduced supplies of drugs, leading to a rise in drug prices at illegal markets, drug traffickers tend to step up their operations to earn more money. When functional forces increase their operations in one locality, the drug dealers will change to others.

Meanwhile, drug addicts do not hesitate to do anything, including serious crimes to get money to buy drugs. Besides, the situation of gambling and soccer online betting during the World Cup 2018 became more complex with hundreds of thousands of gamblers and huge amount of betting money. People with losses in gambling and betting tend to commit offences.

With these issues the situation of crimes in the remaining months of 2018 is likely to become more complex with dangerous crimes, particularly murder and robbery, theft and property fraud, as well as criminal gangs involved in “black credit” activities and high interest loans…

In response to the situations, the Minister of Public Security asked police units in all localities to actively evaluate and carefully analyze the local criminal situation, and predict criminal situational developments to offer timely advice to the local authorities so that they can direct their subordinate agencies, organizations and people to promote the joint strength of the political system in prevention and fight against crimes; promote law dissemination and mass mobilization to raise the public awareness of prevention of crimes, and mobilize the people to participate actively in detecting and reporting crime to the police, rehabilitation and education of offenders in the locality.

The police force should perform well professional tactics, implement plans and measures to fight new trends of drug-related crime; coordinate with relevant forces to attack large-scale drug dealing and transportation lines from foreign countries into Vietnam; revise the situation and count local drug addicts; take measures to prevent offenders, especially those in hallucination; intensify the fight against criminal gangs, especially those involved in “black credit” and usury market, gambling and online betting networks. Additionally, the police force should also implement plans specializing in crime prevention and fight to prevent robbery, snatch-and-run, theft, property fraud and all kinds of crimes which may make the people feel worried and anxious.

Finally, the Minister also asked the police force to strictly follow the laws while investigating and handling criminal cases, improving the rate of successfully dealing with criminal reports from the people, and speeding up the prosecution process. Leaders of police units are asked to promote their sense of responsibility and leadership; regularly check their subordinates to avoid wrongdoings or negative phenomena at work, and seriously punish all offenses within the force, contributing to building a clean police force and fulfilling all assigned tasks.
