President Ho Chi Minh: Public Security Forces come from the people and serve the people

Throughout his life, President Ho Chi Minh devoted a lot of special affection to the People's Public Security Forces.

On the occasion of the President’s 130th birthday, Minister of Public Security General To Lam writes an article titled “President Ho Chi Minh and the People's Public Security Forces”.

In a letter sent to Hoang Mai, Director of Public Security Zone XII, on March 11, 1948, President Ho Chi Minh emphasized: “Our police officers come from the people, serve the people and rely on the people to work”. These words have again been reflected in his six teachings for the Public Security Forces.

President Ho Chi Minh always requested the People's Security Forces to stay close to the people, wholeheartedly serve the people, and be respectful and polite to the people.He considered public trust as a measurement of public security officers’ working quality and results. The People's Public Security Forces are also taught to be aware of the people’s strength and position and mobilize all people to participate in protecting national security and public order.

Thanks to the care and attention of Uncle Ho, the Party, the State, the People's Public Security Forces are really part of the people, so they are always supported, loved and helped by the people. Since the birth of the Public Security Forces Uncle Ho and our Party have always fostered its working-class nature.

The President said all officers, soldiers and the entire People's Public Security Forces must give first and foremost priority to the interests of the people and the nation. The People's Public Security Forces must be put under the direct leadership of the Party and must seriously implement the Party's orientations and policies. He once said that the revolutionary police are a sharp weapon of the proletarian State, must protect democracy of the people and resolutely fight those who run against democracy of the people.

Public security officers and soldiers always try to train and strive to become Party members while all Party organizations in the Public Security Forces have been constantly strengthened and Party’s leadership has been enhanced in all aspects of the Public Security activities. The Public Security Forces have been trained through the revolutionary periods and have now become a strong political and ideological force, definitely loyal to the Party's revolutionary ideal and career and the people.

President Ho Chi Minh was the first architect of the People's Public Security Force’s apparatus. It can be said that the maturity of the forces today stems from his special care and concern.

During the August Revolution, the Vietnamese People’s Police Forces were founded from their predecessors such as the “Red Self-Defense Team”, “Revolutionary Workers and Farmers’ Defense Force”, and the “Viet Minh Honor Team”.Through the time, the organization, functions and tasks of the Public Security Forces have incessantly improved and now become a united, elite and efficient force, meeting all requirements of the tasks of ensuring national security and public order.

Along with the construction of the apparatus, He paid special attention to promoting revolutionary moralities and qualities for public security officers so that they would wholeheartedly serve the nation and the people, while setting examples of morality and lifestyle. The six teachings of Uncle Ho for the Public Security Forces highlight that public security officers should have both virtues and talent, strong political stance and pure revolutionary morality.

Regarding the work of the People's Public Security Forces, President Ho Chi Minh pointed out that the People's Public Security Forces must closely co-ordinate with the People's Army and public sectors and organizations in protecting national security and maintaining public order and safety.

At the ceremony of the establishment of the People's Armed Police Force (now the Border Guard) in March 1959, the President affirmed: “The police and army are the arms of the people, the Party, the Government… Therefore, these forces need to unite with each other, help each other, strive to uphold their strengths and overcome shortcomings”.

Following Uncle Ho's instructions, the People's Police Forces worked closely with the People's Army and organizations in the political system, and focused on building a movement to protect the homeland’s security.

The People’s Public Security Forces made important contributions to the August Revolution in 1945 that established the Democratic Republic of Vietnam as well as the resistance war against the French with the historic Dien Bien Phu Victory, and the great victory of the resistance war against the US to completely liberate the South and reunify the nation.They also contributed to comprehensive national reforms, opening the door to global integration and leveraging the country into the position and reputation it holds today.

In recent days, following the call of Party General Secretary and President Nguyen Phu Trong, the People's Public Security Forces volunteered to donate nearly 40,000 units of blood, making important contributions to saving lives of patients at hospitals. As soon as the COVID-19 broke out, a large number public security officers and soldiers bravely worked on the frontline of the fight against the disease.

On His 130th birthday, the People's Public Security Forces express their respect and gratitude to President Ho Chi Minh’s contributions to the revolutionary cause of the Party and people.

The forces will continue to protect, develop and follow President Ho Chi Minh's thoughts while promoting the heroic and glorious traditions of the forces and becoming a force absolutely loyal to the Party, the State and the people.The forces also look forward to a more streamlined effective apparatus and develop a contingent of qualified, reputable and capable officers, especially leaders of agencies and units at all levels.

In addition, the People's Public Security Forces are determined to prevent and strictly handle negative manifestations, and degradation of political ideology and lifestyle ethics, especially crime shielding.
