Public Security Forces responsible for raising national status, ensuring security and safety, enabling development

One of the key tasks of the People’s Public Security Forces (PPSF) during the term of the 14th National Party Congress is to maintain the standing of Vietnam as one of the world’s leading countries in terms of security and safety while striving to build a disciplined, orderly, safe and healthy society for the peaceful and happy life of the people, thereby laying a solid foundation for development.

During discussions on the draft documents of the 14th National Party Congress, on behalf of the delegation of the Central Public Security Party Organization, General Luong Tam Quang, Member of the Politburo, Secretary of the Central Public Security Party Committee and Minister of Public Security, delivered a presentation entitled: “The Public Security Forces in Implementing the Party’s Three Strategic Goals: Peace and Stability; Sustainable, High-Quality Development; and Comprehensive Improvement of the People’s Living Standards”.

CAND Newspaper held an interview with Major General Nguyen Quoc Toan, Chief of the Office of the MPS and Chief of the Office of the Central Public Security Party Committee, on the Minister’s remarks.

Reporter: Could you provide a general review of the key contents of the Central Public Security Party Committee’s report presented by Minister Luong Tam Quang at the 14th National Party Congress?

Major General Nguyen Quoc Toan: The 14th National Congress of the Communist Party of Viet Nam is of great importance and historic significance.The participating delegation of the Central Public Security Party Organization has a great mission at the congress as General Luong Tam Quang, Member of the Politburo, Secretary of the Central Public Security Party Committee and Minister of Public Security, on behalf of the delegation, delivered a very important presentation entitled: “Public Security Forceswith the Mission of Implementing the Party’s Three Strategic Goals: Peace and Stability; Sustainable, High-Quality Development; and Comprehensive Improvement of the People’s Living Standards”.

In his presentation, the Minister clearly stated that during the term of the 13th National Party Congress, the situations in the country as well as in the region and the world witnessed numerous challenges and changes, but the Party demonstrated its strong will power, intellect and sense of responsibility in leading the entire nation to successfully accomplish the Resolution of the 13th National Party Congress. Notably, in the final years of the term, the country has recorded the historic breakthrough achievements that created a turning point for national development. These successes were contributed significantly by the Public Security Forces (PPSF).

The Minister affirmed that, playing a pioneering and exemplary role in implementing the Resolution of the 13th National Party Congress, the PPSF have made positive changes in their work. The PPSF always upheld a high sense of responsibility, were ready to think big, do new things, innovate and take responsibility for the sake of common interests while performing their missions of safeguarding national security and ensuring public order, and demonstrating their role as the “sharp sword” and “steel shield” protecting the Party, the State, the people and the socialist regime.

Regarding the contributions of the PPSF to national development in the new term, the Minister clearly stated that, in the face of both opportunities and challenges and particularly in order to successfully realise the centenary strategic goals, the PPSF hold great responsibility, characterizedby four key tasks:

First, the PPSF should firmly uphold the principle of the Party’s comprehensive direct and absoluteleadership over all working aspects of the PPS; the PPSF should continue playing a leading exemplary core role in implementing the Resolution of the 14th National Party Congress and the Party’s strategic policies.

Second, the PPSF should preserve the position of Vietnam as one among the world’s leading countries in terms of security and safety while striving to build a disciplined, orderly, safe and healthy society for the peaceful and happy life of the people, thereby creating a solid foundation for national development.

Third, the PPSF should build a revolutionary, regular, elite and modern police force that is “most disciplined, most loyal, and closest to the people”, taking the lead in doing social welfare work and firmly consolidating the people-centred security posture.

Fourth, the PPSF should create breakthroughs in the development of a self-reliant, self-sufficient, dual-use, modern security industry and security-related commerce, strengthening security capabilities and making active contributions to the country’s goals of sustainable high-quality development.

The Minister’s presentation clearly demonstrated the sense of responsibility, strong resolve and exemplary role of the PPSF in implementing the Party’s policies and especially enabling development in line with strategic resolutions of the Party Central Committee, thereby contributing to the successful fulfilment of the objectives set by the 14th National Party Congress.

Reporter: What key tasks will the PPSF focus on doing in order to successfully implement the Resolution of the 14th National Party Congress and the Party’s strategic goals?

Major General Nguyen Quoc Toan: One of the issues strongly emphasised by the Public Security Central Party Organization and the leadership of the Ministry of Public Security, particularly stated by the Secretary of the Public Security Central Party Committee and Minister of Public Security in his remarks, is the action-oriented nature of the PPSF in implementing the Resolution of the 14th National Party Congress. This emphasis is also clearly reflected in the leadership’s direction, which calls on all public security officers to renovate their working mindsets, shifting from “official duties” to “official duties - services”, and from “command and obedience” to “command, obedience, and proactively proposing and enabling development”.

Immediately after the conclusion of the 14th National Party Congress, the PPSF will promptly roll out programmes to implement the Resolution and an action agenda for the implementation of the resolution in line with the content of the Minister’s speech. In particular, the MPS has determined that the PPSF are not only to ensure security and order and create stability for development, but also to proactively enable develpment and contribute to national development, throughout the term of the 14th Congress and the following years.

At the same time, to successfully realize the Resolution of the 14th National Party Congress and the Party’s strategic goals, the Public Security Central Party Committee and the MPS will focus on effectively executing the four key task groups outlined by the Minister in his report at the 14th National Party Congress, along with eight major working orientations for the PPSF. These orientations aim to reaffirm the role of the PPSF as the core and leading force in implementing the Resolution of the 14th National Party Congress and the Party’s strategic directives, as emphasised by the Minister on the eve of the 14th National Party Congress.

Further, the orientations outlined in the Resolution of the 14th National Party Congress on ensuring security and order and on building the PPSF will be specified for the entire PPSF to effectively implement the “Three Best” emulation movement: “Most Disciplined – Most Loyal – Closest to the People.”

Reporter: How do you assess the role of the PPSF, particularly in ensuring security and order and safety during the 14th National Party Congress, contributing to the success of the congress?

Major General Nguyen Quoc Toan: The Public Security Central Party Committee and the leadership of the MPS have identified the task of ensuring security and order as one of the most important missions of the PPSF forces throughout 2025 and in early 2026. Accordingly, from the very beginning of 2025, under the leadership of the Party Central Committee, the MPS established a Security and Order Subcommittee, headed by a Deputy Minister of Public Security.

Since then, the entire PPSF have mobilised maxium resources and personnel, drawn up operational schemes and detailed plans as well as strengthened coordination with the People’s Army and relevant ministries, sectors and local authorities to ensure public order and security across the country with a focus on the Capital City of Hanoi, particularly the venues of the 14th National Party Congress and accommodations for the delegates. In fact, the PPSF have deployed security protection plans to ensure security and safety for the 14th National Party Congress early, from afar and from beyond the national borders..

Over the past days, thousands of public security officers in close coordination with the military and other functional forces have implemented plans to protect security for the 14th National Party Congress at the highest level. A multi-layer integrated and closed security posture has been established, ensuring absolute safety and security for the 14th National Party Congress, participating delegations and guests according to the set plans, definitely denying any strategic disadvantage or surprise, while avoiding negative impacts on local people’s daily routines.

At this point, it can be affirmed that the PPSF have synchronously implemented the set plans as scheduled, particularly during the peak period when the 14th National Party Congress is held, ensuring absolute security and safety for the event.
