Public Security Forces taking the lead in innovation and digital transformation

In response to the national emulation movement on innovation and digital transformation initiated by the Prime Minister, Member of the Politburo and Minister of Public Security Luong Tam Quang officially launched an emulation movement titled “The Public Security Forces take the lead in innovation and digital transformation” across the entire forces on April 28, 2025.

Accordingly, the movement sets out four specific objectives as follows:

First, the Public Security Forces should renew their mindset and perceptions, and proactively take the lead in innovation and digital transformation.

Second, the Public Security Forces should resolutely remove bottlenecks and obstacles, particularly those in legal documents and internal procedures, to create the most favorable conditions for the development of science, technology, innovation and digital transformation within the Public Security Forces.

Third, the forces should enhance the effectiveness of State management in the field of security and order, drastically reduce administrative procedures, improve service quality for the public, and vigorously implement digital transformation in all working aspects of the Public Security Forces.

Finally, the Public Security Forces should pay due attention to developing digital infrastructure and high-quality human resources for science, technology, innovation and digital transformation, ensuring that by 2025, 100% of the administrative procedures related to citizens and businesses will be provided online in an efficient and seamless way without restrictions of the provincial administrative boundary.

To effectively implement this emulation movement, Minister Luong Tam Quang called on heads of public security units and agencies nationwide to urgently develop their detailed action plans and launch an internal emulation movement with specific objectives, based on the particular features and conditions of their units to their.

As the Public Security Forces are playing an exemplary and pioneering role in digital transformation, particularly in building the national population database, and serving as the core force in implementing the Government’s Project 06, Minister Luong Tam Quang expressed his belief that the emulation movement will bring about additional strength, a new momentum, more vitality and breakthroughs in ensuring security and order, contributing to the Party’s strategic goal of achieving rapid, sustainable and high-quality development while improving all aspects of people’s lives.
