Public Security Intelligence Force receives Hồ Chí Minh Order

General Secretary Tô Lâm has attended and delivered a keynote address at the ceremony marking the 80th anniversary of the Founding Annivesary of the People’s Public Security (PPS) Intelligence Force (February 21, 1946 – February 21, 2026).

The ceremony, which was solemnly organized on February 8 by the Central Public Security Party Committee and the Ministry of Public Security, saw the attendance of current and former leaders of the Party and State, including Politburo Member and Prime Minister Phạm Minh Chính; former Politburo Member and former Prime Minister Nguyễn Tấn Dũng; Politburo Member and National Assembly Chairman Trần Thanh Mẫn; former Politburo Member and former National Assembly Chairwoman Nguyễn Thị Kim Ngân; General Lê Hồng Anh, former Politburo Member and former Permanent Member of the Secretariat; and Trần Quốc Vượng, former Politburo Member and former Permanent Member of the Secretariat, and other high-ranking delegates.

General Lương Tam Quang, Politburo Member, Secretary of the Central Public Security Party Committee and Minister of Public Security, chaired the ceremony.

In his address, Minister Lương Tam Quang recalled the 80 years of establishment and development of the PPS Intelligence Force.

According to the Minister, since its establishment, under the training of President Hồ Chí Minh, and the comprehensive leadership and direction of the Party, directly the Central Public Security Party Committee and leaders of the Ministry of Public Security, the PPS Intelligence Force has continuously developed and matured.

Over the past 80 years, in all circumstances, the force has remained absolutely loyal to the Party, the State and the people; closely connected and devoted itself to the people. In performing its silent mission, the force proactively innovated its thinking, organization and operational methods; as a result, it has achieved numerous outstanding accomplishments in the struggle for national liberation and in the cause of national construction and development.

During the wars against foreign invaders, the PPS Intelligence Force contributed to safeguarding the revolutionary government, participating actively in the resistance wars against the foreign enemies in the South while protecting the socialist system in the North.

In the period of renewal (Đổi mới), the force has promptly advised the Party and the State on major policies and measures to promote relations between Vietnam and major powers as well as regional countries, actively advanced international integration, and progressively enhanced Vietnam’s prestige, role and position in the world, thereby creating a favorable environment for national construction and defense and contributing to industrialization, modernization and economic development.

In recognition of its contributions over the past eight decades, the Party and State have awarded the PPS Intelligence Force two Gold Star Orders, four Hồ Chí Minh Orders, one First-Class Independence Order, the title “Hero of the People’s Armed Forces” twice, along with many other noble distinctions.

Minister Lương Tam Quang emphasized that, as the country is entering a new era with an expanded development space, it sees new opportunities alongside big challenges.

This context requires the PPS Forces in general and the PPS Intelligence Force in particular to undertake heavier but proud tasks. The PPS Intelligence Force will continue to innovate, make relentless effort, think boldly and act decisively, and proactively improve the quality of all aspects of its work to live up to its role as a key armed force and a particularly trustful sharp instrument of the Party and the State. It will always be a pioneering and exemplary force, steadfast in all circumstances, absolutely loyal to the Party, the Fatherland and the people, ready to undertake and resolve to successfully fulfill all assigned tasks.

On behalf of the Party and State leadership, General Secretary Tô Lâm congratulated and commended generations of officers of the PPS Intelligence Force on their achievements, victories, significant contributions and glorious tradition over the past 80 years.

The General Secretary respectfully commemorated and expressed profound gratitude to heric fallen intelligence officers, families redering meritorious service to the revolution and previous generations of intelligence officers who devoted and sacrificed themselves for national independence, freedom and the people’s peace and happiness.

He affirmed that, throughout the past 80 years, regardless of circumstances, generations of intelligence officers have demonstrated steadfast political mettle and absolute loyalty to the Party, the State and the people, preserved firm in their goals and ideals, displayed resourcefulness and courage, followed and implemented the Six Teachings of President Hồ Chí Minh to the People’s Public Security Forces and the four virtues of intelligence officers while maintaining unity and striving to overcome all difficulties and challenges to accomplish assigned political tasks. Their silent sacrifices and contributions have further enriched the heroic tradition of the Vietnam People’s Public Security Forces and strengthened the special trust and affection of the Party, State and people toward the Intelligence Force.

General Secretary Tô Lâm underscored that the country is entering an important historical phase — a new era with new opportunities. In the buildup to the 100th anniversary of the founding of the Communist Party of Vietnam (1930–2030) and the 100th anniversary of the founding of the nation (1945–2045), the Party has set a goal of turning Vietnam into a strong, prosperous and happy country by 2045. This is the aspiration of the entire nation and the unified will of the Party, the people and the armed forces.

As the “sword” and “shield” safeguarding the socialist system as well as the Party, the State and the people, the PPS Intelligence Force and the PPS Forces as a whole have an  important role and can contribute significant to the Vietnamese revolution.

In the current global context and amid the requirements of the new era, the PPS Intelligence Force must vigorously renew its thinking, create breakthrough developments in organizational structure and force building, adopt a strategic vision, and always make a step ahead. The General Secretary expressed confidence that, under the Party’s leadership, imbued with President Hồ Chí Minh’s teachings, and building on its 80-year heroic tradition, the PPS Intelligence Force with its firm political will, intellect and high determination will continue to achieve even greater feats and accomplish all assigned missions, and contribute effectively to national construction and defense in the new era of building a strong and prosperous nation, worthy of the trust and confidence of the Party, the State and the people.

On this occasion, on behalf of the Party and State leadership, General Secretary Tô Lâm presented the Hồ Chí Minh Order to the PPS Intelligence Force and conferred the title “Hero of the People’s Armed Forces” upon several intelligence units.

Prime Minister Phạm Minh Chính posthumously awarded the title “Hero of the People’s Armed Forces” to deceased intelligence officers and presented the Second-Class Military Exploit Order to Senior Lieutenant General Bùi Văn Nam, former member of the Party Central Committee and former Deputy Minister of Public Security.

National Assembly Chairman Trần Thanh Mẫn presented orders and the title “National Emulation Fighter” to individuals with outstanding achievements.
