However, the situations of illegal use of pavements and roads for business, parking purposes or piling construction materials have still remained complex, causing big concern to the public.

To ensure traffic safety, and restore public and urban order, the MPS asks Heads of Police Departments of cities and provinces to:

Cooperate closely with the local authorities and other forces to disseminate information and mobilize people to observe the laws and regulations; increase patrols and checks to promptly detect and handle any wrong use of street pavements or roads, risking traffic order and safety.

Focus on checking pavements and roads in front of offices, construction sites and public buildings; at the same time to take serious actions against illegal uses of pavements and roads to park vehicles or pile construction materials, affecting the urban view as well as traffic and public order and safety.

Continuously educate police officers and soldiers to strictly observe laws and regulations on traffic order and safety, public and urban order, and to conduct regular checks of policemen’s observation of the laws and the Police Regulations while strictly punishing any police officers or soldiers who violate laws or cover violations.
