Three ministries join efforts to accelerate administrative procedure reform

The Ministry of Justice, the Ministry of Public Security and the Ministry of Science and Technology jointly held a ceremony, on April 4 in Hanoi, to sign an inter-sectoral coordination regulation on implementing administrative procedure reform tasks.

The ceremony was co-chaired by Member of the Politburo and Minister of Public Security General Luong Tam Quang, Member of the Party Central Committee and Minister of Justice Nguyen Hai Ninh and Minister of Science and Technology Nguyen Manh Hung.

In his opening remarks, Minister of Justice Nguyen Hai Ninh emphasized that administrative procedure reform has consistently been identified by the Party and the State as a key and breakthrough task, which needs to be done at all levels and in all sectors.

He noted that, thanks to concerted efforts, the administrative procedure reform had achieve positive results, contributing to improving the quality of public services and bringing satisfaction to people and businesses, as well as to supporting the implementation of socio-economic development strategies.

Administrative reform, he added, has also played an important role in the transition from an e-government model to a digital government one, with data serving as a foundation for simplifying procedures and delivering fully online public services.

As Vietnam is expected to become one of the top three ASEAN economies with the most favorable investment and business environment and to sustain high economic growth, the demand for administrative reform is becoming increasingly urgent, particularly in terms of institutions, data, platforms and infrastructure.

To meet these requirements, the Ministry of Justice coordinated with the Ministry of Public Security and the Ministry of Science and Technology to develop the inter-sectoral coordination regulation.

The regulation comprises three chapters and twelve articles, clearly defining coordination mechanisms among the three ministries. Under the regulation, the Ministry of Justice serves as the coordinator agency responsible for institutional matters and administrative procedure reform as well as for the deployment of specialist skills related to administrative procedure control while the Ministry of Public Security is in charge of data management, utilization and electronic identification and authentication, and the Ministry of Science and Technology is expected to develop platforms and technical infrastructure.

At the ceremony, Minister Luong Tam Quang, Minister Nguyen Hai Ninh and Minister Nguyen Manh Hung signed the coordination regulation.

The signed regulation will hopefully enhance the effectiveness and efficiency of administrative procedure reform, better meeting national development requirements and the expectations of citizens and businesses.
