The meeting was attended by Lieutenant General Dang Hong Duc, Member of the Party Central Committee and Deputy Minister of Public Security, and the Russian Ambassador to Vietnam, Gennady Bezdetko.

Minister Luong Tam Quang emphasized that the visit is of great significance, providing an opportunity for both sides to discuss and determine specific measures to strengthen the relationship between the two agencies. This cooperation aims to make law enforcement a pillar of the bilateral relationship between the two nations.

For his part, General Zolotov Viktor congratulated Vietnam on the success of the 14th National Congress of the Communist Party of Vietnam and the first session of the 16th National Assembly. He noted that these milestones mark a new era of development for Vietnam after 40 years of Doi Moi (Renovation), characterized by a long-term vision and ambitious goals.

During the talks, both sides agreed that the Vietnam-Russia partnership is growing strongly and comprehensively across all fields. They highlighted key diplomatic milestones, including: General Secretary To Lam’s official visit to Russia for the 80th Anniversary of Victory Day in May 2025, the phone call between General Secretary To Lam and President Vladimir Putin on January 24, following the 14th National Party Congress, Prime Minister Pham Minh Chinh’s visit to Russia in March 2026.

Based on high political trust, the relationship between the Vietnamese Ministry of Public Security and the Russian National Guard has seen positive developments in line with the "Cooperation Agreement" signed in Moscow in August 2022. Both sides have maintained effective delegation exchanges to share practical experience in maintaining social order, counter-terrorism, riot control, and specialized training in service dogs, cavalry, and marksmanship.

In response to the rise of transnational crimes using increasingly sophisticated tactics, Minister Luong Tam Quang and General Zolotov Viktor agreed to urgently develop a specific roadmap to implement the "Joint Action Program between the Ministry of Public Security of Vietnam and the National Guard of the Russian Federation for the 2026–2028 period."

The two sides also agreed to strengthen exchange programs for special combat tactics in counter-terrorism and hostage rescue, collaborate on mine clearance and the prevention of chemical and radioactive substances, protect key national infrastructure, cooperate on technology transfer and the provision of modern weaponry and technical equipment.

Following the talks, the two leaders signed the Joint Action Program for 2026–2028, creating a formal framework to deepen practical and effective cooperation.
