Vietnam, Russia strengthen crime prevention and control cooperation

As part of the program of his visit to the Russian Federation from September 10th to September 13th, Minister of Public Security Senior Lieutenant General Luong Tam Quang, leading a high-ranking delegation of the Ministry of Public Security of Vietnam (MPS), had a meeting with Minister of Internal Affairs of the Russian Federation (MVD) General Vladimir Alexandrovich Kolokoltsev, on September 13th, in Moscow.

At the meeting, the two ministers reached consensus on effectively implementing the Action Program of Coordination between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of Internal Affairs of the Russian Federation for the period 2022-2024 and enhancing delegation exchange at all levels to further promote cooperation in crime prevention and control as well as in other fields in accordance to the functions of the two ministries.

The two ministers also agreed to direct relevant under-ministerial departments of the two sides to exchange information regarding crimes, investigate and handle criminal cases involving the two countries’ citizens, as well as support each other to arrest and return  wanted fugitives of one country’ nationality hiding in the other in accordance with the laws of the two countries.

The two head delegates also suggested that the two sides consider establishing a coordination mechanism in managing businessmen, students and citizens of one country living, studying and doing business in the other country so as to protect their legitimate rights and benefits, while proactively preventing and fighting crimes and law violations threatening national security and social order of the other country.

For his part, Minister Luong Tam Quang suggested that the Russian Ministry of Internal Affairs continue to support MPS in training and building capacity of Vietnamese police students sent to Russia by MPS, as well as send experienced experts to Vietnam to train Vietnamese personnel in forensic science as well as preventing and combating crimes, especially high-tech crimes and transnational drug-related crimes.

* Within the framework of the visit to Russia, Minister Luong Tam Quang and the Vietnamese delegation also visited the Vietnamese Embassy in the Russian Federation and had a meeting with Ambassador Dang Minh Khoi, the Embassy’s staff as well as representatives of the Vietnam Business Association and the Vietnamese community in Russia.

At the meeting, the Minister briefed delegates on the domestic political, economic and social situations as well as the results of the work ensuring security and order of the Public Security Forces over the past time.

Sincerely thanking Minister Luong Tam Quang and the delegation for  visiting the embassy, Ambassador Dang Minh Khoi reported the delegation on the work results of the Embassy, notably the work of managing the Vietnamese community in Russia.
