Vietnamese head delegate suggests expanding cooperation at 13th AMMTC+3 Consultation

 Within the framework of the 17th ASEAN Ministerial Meeting on Transnational Crime (AMMTC 17), the 13th AMMTC+3 Consultation (China, Japan and Republic of Korea) on Transnational Crime themed “ASEAN as an Epicentrum of Growth” took place on the morning of August 22 in Lubuan Bajo, Indonesia.

Speaking at the conference, Deputy Minister Nguyen Duy Ngoc stated, with the motto of mutual recovery, mutual growth and towards inclusive, equitable and sustainable development in East Asia, the ASEAN+3 mechanism has become one of the most comprehensive, dynamic and effective cooperation frameworks of ASEAN since its establishment 25 years ago.

Vietnam always wishes to work closely with ASEAN countries to further promote the ASEAN+3 mechanism in the coming time, especially in the field of security and transnational crime.

In order to expand the cooperation, Deputy Minister Nguyen Duy Ngoc suggested that the two sides early complete and approve the draft SOMTC+3 Working Plan on preventing and combating transnational crimes (2024-2027), while enhancing information exchange on transnational crime in order to effectively prevent and control all kinds of crimes.

Deputy Minister Nguyen Duy Ngoc also suggested that ASEAN + 3 increase experience sharing in applying scientific and technological means in countering transnational crimes, support each other in training and building capacity of law enforcement officers, and strengthen connection and coordination between law enforcement forces of regional countries.

In the spirit of solidarity and friendship, the 13th AMMTC+3 Consultation on Transnational Crime successfully issued a Joint Statement. One of the important contents of the Joint Statement is to recognize the results achieved in fighting transnational crime in line with the ASEAN+3 Work Plan for the 2023-2027 period.

Commander of the National Police of Indonesia General Listyo Sigit Prabowo welcomed Deputy Minister Nguyen Duy Ngoc and the Vietnamese delegation.

Deputy Minister Nguyen Duy Ngoc stated that international criminal groups all know how to employ high technology and scientific and technical achievements to commit crime so their methods of committing crime become more sophisticated and unpredictable, causing many difficulties for law enforcement forces of regional countries to detect and fight. 

Based on social networks, criminals create private networks and e-commerce sites to advertise, buy and sell illicit goods, including weapons and explosives.

In order to contribute to building a prosperous and safe ASEAN Community, Deputy Minister Nguyen Duy Ngoc proposed five important points as follows: Vietnam volunteers to host or in collaboration with another country to co-host a regional meeting on a crime in the coming time.

Regional countries need to strengthen political trust building in security cooperation and transnational crime prevention and control.

Regional countries need to commit not to allow any individual or organization to take advantage of their territory to undermine security and carry out criminal activities in other countries.

Deputy Minister Nguyen Duy Ngoc also suggested improving the capacity of law enforcement forces of regional countries so that they can effectively apply modern scientific and technological achievements to their work.

Regional countries need to share and connect data on transnational crime through regional meeting, seminars and specialized training courses in order to respond promptly and efficiently to developments of regional crime.

Regional countries need to promote cooperation projects within the framework of SOMTC with ASEAN's dialogue partner countries in order to learn their experience and receive more support of equipment.
