Vietnamese Ministry of Public Security, Belarusian Security Council agree to expand cooperation

Welcoming the Secretary and the delegation of the State Secretariat of the Security Council of Belarus to Vietnam, Minister Luong Tam Quang underlined that, since the elevation of Vietnam–Belarus relations to a Strategic Partnership in May 2025, cooperation between the two countries has expanded across a wide range of areas, including politics, diplomacy, security, defence, science and technology, economy, education and training, transport, culture and people-to-people exchange.

Regarding security and law enforcement cooperation, Minister Luong Tam Quang noted that, over the past time, the Ministry of Public Security of Vietnam and Belarusian law enforcement agencies regularly exchanged delegations at various levels, effectively implemented signed agreements, exchanged information related to political, economic, security and defence issues, and coordinated in verifying, arresting and extraditing offenders being citizens of the two countries.

Overview of the talks.

In the context of rapid global and regional changes and increasingly complex traditional and non-traditional security challenges with direct and multi-dimensional impacts on the stability and social safety of both Vietnam and Belarus, Minister Luong Tam Quang proposed that the two sides continue to effectively implement the Vietnam–Belarus Strategic Partnership and the Cooperation Roadmap for the 2026–2028 period after it is signed.

The host also proposed that Belarus further strengthen cooperation with Vietnam in the field of security industry, maintain and deepen security dialogue mechanisms, and encourage exchanges, delegation visits and experience-sharing between the security and police agencies of both sides.

Regarding direct cooperation between the Ministry of Public Security of Vietnam and the State Secretariat of the Security Council of Belarus, Minister Luong Tam Quang suggested that the two sides continue to promote delegation exchanges at all levels to share information on issues of mutual concern, coordinate in verifying and addressing cases related to citizens of the two countries and maintain regular consultations, coordination and mutual support at multilateral mechanisms and forums.

Sincerely thanking Minister Luong Tam Quang for the warm reception, Secretary Aleksandr Grigoryevich Volfovich affirmed that security cooperation between the Security Council and Belarusian law enforcement agencies with the Ministry of Public Security of Vietnam continues to be an important pillar in the Strategic Partnership between the two countries.

He expressed confidence that, based on the Letter of Intent to be signed at the end of the talks, the two sides will continue expanding cooperation across various areas, including countering terrorism, combating transnational crime, ensuring information security and preventing cybercrime, building capacity of officers as well as in other fields which both sides have potential and needs.

At the conclusion of the talks, Minister Luong Tam Quang and Secretary Aleksandr Grigoryevich Volfovich signed the Letter of Intent on cooperation between the Ministry of Public Security of Vietnam and the State Secretariat of the Security Council of Belarus, reaffirming their commitment to strengthening cooperation for peace, stability and security in each country, in the region and the world.
