Member of the Politburo and Minister of Public Security General To Lam hosted talks with Member of the Party Central Committee and Minister of Justice of China He Rong on the afternoon of April 19th, in Hanoi.

Vietnamese Deputy Minister of Justice Nguyen Khanh Ngoc, the Chinese Ambassador to Vietnam Xiong Bo and delegates from departments under the two ministries also attended the meeting.

On behalf of the Ministry of Public Security of Vietnam, Minister To Lam warmly welcomed Chinese Minister of Justice He Rong to Vietnam, and congratulated the Chinese side on successfully organizing the 2nd session of the National People's Congress and the 14th National Committee of the People's Political Consultative Conference, saying that the success demonstrated the leadership of the Chinese Communist Party Central Committee, led by General Secretary and President Xi Jinping, on the road to socialism with Chinese characteristics in the new era.

The talks between delegates from the Vietnamese Ministry of Public Security and the Chinese Ministry of Justice aimed to strengthen cooperation between the two agencies, effectively implement the Vietnam - China Joint Statement on December 13, 2023, with the aim of deepening the comprehensive strategic partnership between the two countries and developing a Vietnam-China Community with a Shared Future, agreed by the two Parties’ general secretaries.

During the talks, Minister To Lam briefed Minister He Rong on the Vietnamese Ministry of Public Security’ functions and missions of prison management, prisoner correction as well as policies for prisoners.

Minister To Lam suggested that the Chinese Ministry of Justice share with the Ministry of Public Security of Vietnam its experience in applying the management and digitalization to judicial work and prison management in China.

The host also wished that the Ministry of Public Security of Vietnam would send a delegation from the Police Department of Prison, Compulsory Education and Juvenile Reformatory Management to visit and work with relevant departments under the Chinese Ministry of Justice in order to exchange working experience and seek opportunity for cooperation between the two sides in the coming time.

Minister He Rong affirmed that cooperation between China and Vietnam in law enforcement and justice is constantly being strengthened, aiming to govern the country by laws while bringing satisfaction to the people.

She hoped that the two ministries further strengthen cooperation in fields that they are responsible for.

Minister To Lam, Minister He Rong sign MOU.

At the talks, Minister To Lam and Minister He Rong agreed that the two sides should early complete the procedures for the ratification of a agreement on the transfer of sentenced persons between Vietnam and China.

After the talks, Minister To Lam and Minister He Rong signed and exchanged the Memorandum of Understanding on Cooperation between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of Justice of the People's Republic of China.
