Delivering opening speech, Deputy Minister Luong Tam Quang underlined that the 4th Industrial Revolution with its unprecedented scale and speed has made great contributions to global socio-economic development, but also posing several challenges for the work of ensuring cybersecurity and preventing cybercrimes in countries.

In 2023, the cybersecurity warnings portal received nearly 16.000 reports on cyber frauds causing losses of more than 390 trillion VND, equivalent to 3,6% of the country’s GDP. Of the figure, 91% was related to the field of finance, up by 64,78% compared to 2022, while 73% of telephone users received scam messages and calls from unknown callers.

Against this backdrop, the work of preventing cyber frauds in the past time achieved positive results, including a legal corridor created for the fight against cybercrimes in general and cyber frauds in particular.

Further, competent agencies actively equipped people with skills to prevent cyber frauds in various forms, warning people not to lock unknown phone numbers, stop electronic transactions and electronic banking payments with signs of cyber frauds and so on, while building a system managing database of bank accounts related to cyber frauds and law violations.

However, the work of preventing cyber frauds still saw many difficulties, requiring competent agencies, organizations, businesses and people to actively exchange information and experiences so as to combat cyber frauds more effectively in the coming time.

Accordingly, Deputy Minister Luong Tam Quang asked delegates to focus discussion on four major issues, namely a complete policy system orientation for coordination between authorities and organizations and businesses in developing technology solutions, responsibility of businesses and organizations in protecting people early and from afar and social prevention of cyber frauds, improving people’s and businesses’ resistance to cyber frauds.

Concluding the conference, Director General of the Department of Cybersecurity and Hi-tech Crimes under the Minstry of Public Security Lieutenant General Nguyen Minh Chinh, Vice Chairman of the National Cybersecurity Association, requested all member businesses to actively join the fight against cyber frauds, and considered the close coordination as a demonstration of the Association's strong will to protect national interests and social order and safety as well as the legitimate rights and interests of the its members.
