Cham Mat: A model of combat against crime

PSNews - In Cham Mat ward, HoaBinh city, each citizen is a police soldier in the front to maintain security and order. The security self-maintenance movement has spread to every corner, household and individual of the locality.

Although the Tet 2017 is coming, Lieutenant Colonel Tran Ngoc Tu, chief of the Cham Mat Ward Police, Hoa Binh province still goes to residential quarters to check the order and safety situation. Thanks to his close ties with people, he has won local people’s hearts and minds.

Lieutenant Colonel Tu and the Cham Mat ward police force has built and strengthened local security self-maintenance groups, mobilized comprehensive strength of people from all walks of life for the "All people protecting National security" movement. The local security network hasbeen extended to all 26 residential quarters, bringing fruitful results to the locality.

For example, in residential group 1, its self-management security group with a strong support of local authorities, organizations and people has resolved many disputes among locals, detected and brought to light a number of law violations. Although the security self-maintenance team of residential group 1 operates part-time, but all members always solve effectively various security-related issues.

Lieutenant Colonel Tran Ngoc Tu said: "There are several models of ensuring security and order in Cham Mat ward, such as the model “Inter-family self-protection" of residential groups 24, 25 with the participants of many households and the model “Using torch and stick to arrest criminals" of group 23 arresting a number of criminals.

In addition, Cham Mat ward has also piloted the model "Educating offenders in community". Many people, who used to commit offences, have successfully reintegrated in the community and become useful citizens in society.

Nguyen Ngoc Phong, resident of group 23, Cham Mat ward, became a drug addict after returning home from gold mines. Thanks to the assistance and advice from local police and people, Phong took a voluntary detoxification course, and now he a stable job.

Major Colonel Bui Hung, Director of the Hoa Binh Municipal Police said: "Cham Mat is one of the leading wards in deploying “All People Protecting National Security” movement with many creative methods. More importantly, Cham Mat ward has mobilized the comprehensive power of the whole political system, the support and assistance from local people for its security and order maintenance. The Cham Mat model has been duplicated by other wards of the city, to preserve a peaceful and happy life for all people.
