Emulation Grouping 1 reviews task performance in the first half of 2018

PSNews –Emulation Grouping 1 constituted of the agencies and units under the direct leadership of the Minister of Public Security on August 3 held a preliminary conference to review the implementation of the movement “For National Security” in the first 6 months of 2018.

Major General Truong Van Thong, Director of the External Affairs Department under the Ministry of Public Security (MPS) chaired the event.

During 6 months of implementation, the units of Emulation Grouping 1 grasped thoroughly Resolutions of the Central Party Committee of Public Security and mandates of the Minister on the 2018 public security missions, as well as other documents on political and ideological education, emulation and reward. 

Member units actively mobilized their officers and soldiers to participate in national ceremonies and important events of the Party, the State, the MPS, as well as solemnly celebrated traditional days of the forces and founding anniversaries of each unit.

The emulation grouping also well prepared the organization of important conferences, such as the 73rd National Conference of Public Security Forces, as well as compiled documents for National Assembly deputies of the Public Security Forces participating in the 4th and 5th plenary sessions of the 14th National Assembly and the meetings with the National Assembly Standing Committee. Agencies and units of the emulation grouping advised the Central Party Committee of Public Security to promote external activities with international partners and orient international and regional cooperation.

Agencies and units of Emulation Grouping 1 in collaboration with other relevant agencies and units drafted the amended Public Security Law; the amended Law on Amnesty; Law Amending and Supplementing a Number of Articles of the Civil Procedure and so on in line with the National Assembly’s 2018 Law and Ordinance Making Program.  They also continued to study and draft the Law on Demonstration, and complied dossiers proposing the elaboration of the amended Law of Residence.

Besides, all agencies and units of Emulation Grouping 1 implemented effectively Directive No.5 of the Politburo on enhancing the movement “Studying and following the thought, morals and style of Ho Chi Minh,” the 12th Party Central Committee's Fourth Meeting’s Resolution on Party building, the Minister of Public Security's Directive No.4 on renovating and improving the movement of “Public Security Forces studying and following Uncle Ho’s Six Teachings” in the new situation along with the movement “Building the image of brave and humane public security officer to serve the people.”

The task of Party and force building was implemented effectively. In particular, agencies and units of the emulation grouping opportunely identified and prevented signs of degradation of political viewpoints, ideology, ethics and lifestyle, and signs of "self-evolution" and "self-transformation" among their officers and soldiers.

Speaking at the event, Major General Truong Van Thong stressed that, in the second half of 2018, Emulation Grouping 1’s agencies and units should further strengthen the emulation movement in order to make their officers and soldiers be more aware of self-training and improving their revolutionary morality while striving for the emulation objectives in the last 6 months of 2018 of the MPS.

Major General Truong Van thong also urged the units to continue to implement Resolution No.4 of the 12th Party Central Committee on Party building, and the Minister of Public Security's Directive No.4 on renovating and improving the movement of “Public Security Forces studying and following Uncle Ho’s Six Teachings” in new situation; implement thoroughly and effectively the Government Decree stipulating the functions, tasks, mandates and organizational structure of the MPS; draft legal documents in accordance with the new organizational structure.
