According to the local transport department, the targets of this service are purpils, students, local people and visitors. As reported, the project will be carried out into two phases.

In the first phase, around 1,000 bikes and electric bikes will be available for rent at between 70-80 points in five districts including Ba Dinh, Tay Ho, Dong Da, Ha Dong, and Thanh Xuan from 2022 and 2023.

In the second phase which will be deployed from 2023 to 2024, the service will be expanded to surrounding districts with 3,000 bikes arranged at 350 points.

The project is estimated to cost VND 26 billion (USD 1.13 million). During a 18-month pilot period, service fee will be VND20,000 (USD0.86) per hour or VND 200,000 a day.

Additionally, the investor proposed the Hanoi Municipal People's Committee to set up a number of electronic charging stations for better service.

The Hanoi Department of Transport hopes that the project will help improve the efficiency of public transport services as well as reduce personal vehicle use.

Earlier, Ho Chi Minh City also piloted a public bicycle rental service in District 1 last December.
