The Ministry of Foreign Affairs and the Ministry of Public Security co-hosted an international press conference to provide information on the upcoming Signing Ceremony of the United Nations (UN) Convention against Cybercrime (Hanoi Convention), on the afternoon of October 8, in Hanoi.

The press conference was co-chaired by Deputy Minister of Public Security Senior Lieutenant General Pham The Tung; Deputy Minister of Foreign Affairs Dang Hoang Giang; Director of the Department of Cybersecurity and Hi-tech Crimes Major General Le Xuan Minh; and Director of the Press and Information Department and Spokesperson of the Ministry of Foreign Affairs Pham Thu Hang.

At the event, Deputy Minister of Foreign Affairs Dang Hoang Giang announced that the Signing Ceremony of the UN Convention against Cybercrime, themed “Combating Cybercrime – Sharing Responsibility – Shaping the Future”, will take place in Hanoi from October 25 to 26, 2025.

Highlighting the profound significance of Hanoi being chosen as the host city for the Signing Ceremony and the related High-Level Conference, Deputy Minister Dang Hoang Giang stressed that one UN convention officially entitled “Hanoi Convention” demonstrates that the international community has recognized Vietnam’s active and responsible contributions to the formation of this historic global legal instrument.

He said that the hosting of the upcoming signing of the convention will mark an important milestone for Vietnam as well as reaffirm the country’s growing international position and its strong commitment to global cybersecurity governance while contributing to fostering its proactive initiatives on cybersecurity and digital resilience.

The Deputy Minister noted that preparations for that major diplomatic event have been made meticulously and professionally. Earlier, the Government of Vietnam had entrusted the Ministry of Public Security to take the primary responsibility for the organization of the signing ceremony. The Ministry of Public Security would coordinate with the Ministry of Foreign Affairs and other relevant ministries and sectors in doing the work.

Deputy Minister Dang Hoang Giang informed that, as of October 6, nearly 100 countries and over 100 international and regional organizations had confirmed their attendance. Specially, he added that the event would be attended by Heads of State, Government leaders and ministers from various countries.

The two-day program will include the Opening and Closing Ceremonies, a plenary session, a signing ceremony, four high-level thematic discussions, four roundtable dialogues, a Gala Dinner and a Technology Exhibition jointly organized by the Government of Vietnam and the UN Secretariat.

It is expected that State President Luong Cuong and UN Secretary-General António Guterres will deliver keynote addresses at the Opening Ceremony.
