MPS and Ministry of National Defence review the implementation of Decree No. 03

PSNews - Member of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army (VPA) and Deputy Minister of National Defence, General Nguyen Tan Cuong, and Member of the Party Central Committee, Deputy Secretary of the Public Security Central Party Committee and Deputy Minister of Public Security, Senior Lieutenant General Tran Quoc To co-chaired a meeting to review the two ministries’ implementation of Decree No. 03 issued on September 05th, 2019, by the Government.

In 2024, under the leadership of the Party and State, military and public security units at all levels have closely coordinated to effectively implement Decree No. 03.

The two forces efficiently handled complex situations regarding national defense and security, firmly protected the independence, sovereignty and territorial integrity of the country as well as maintained political security, social order and safety, and a peaceful and stable environment for national development.

In addition, the two forces proactive grasped the security situation, regularly exchanged information with each other as well as early projected threats to national security to provide timely advice to the Party and State on important policies regarding national defense, security, and foreign affairs.

Meanwhile, the coordination between the two forces in crime prevention and control became in a substantive and effective manner.

Discussing at the meeting, delegates highlighted positive outcomes of the two sides in realizing Decree No.03, pointed out remaining shortcomings and obstacles, as well as proposed approaches to effectively implement Decree No. 03 in the coming time.

Speaking at the meeting, Deputy Minister Tran Quoc To and Deputy Minister Nguyen Tan Cuong acknowledged and hailed the achievements of the Army and Public Security Forces in realizing Decree No. 03 over the past time.

Regarding the orientations for the bilateral cooperation in the upcoming period, the two Deputy Ministers requested that the two forces should closely coordinate to thoroughly grasp the national security situation and exchange with each other information related to national defense and security, tighten collaboration in protecting key infrastructure projects, major political, cultural, social and diplomatic events in the country as well as visits of Party and State leaders.

Additionally, the two sides also reached consensus on strengthening cooperation in preventing and combating all types of crime, especially transnational organized crime, drug-related crime, high-tech crime and human trafficking.

The two forces were also requested to strengthen coordination in border management to detect, prevent, and strictly handle violations of immigration, smuggling, and trade fraud.

Finally, the military and public security forces should continuously build the all-people defense posture in association with the people’s security posture and the people’s heart posture, while further promoting the “All people protecting national security” movement.
