MPS directs forces to respond to Tropical Storm Bebinca

PSNews - The Office of Ministry of Public Security (MPS) on August 14 sent a dispatch requiring all units to strictly respond to incoming Storm No.4 (Storm Bebinca). 

In order to proactively respond to developments of Storm No.4 which is likely to hit northern Vietnam, on August 14, the Office of MPS sent a dispatch to the Steering Committee for Climate Change, Natural Disaster Prevention and Control, and Search and Rescue under the MPS, the Police Departments of the provinces and cities in the North and North Central region, the High Command of Mobile Police, the Department of Traffic Police, and the Department of Fire Police to be on the alert against Storm No.3.

The Dispatch required the mentioned units to strictly implement Dispatch No.37/CD-TW issued on August 13, 2018 by the Central Steering Committee for Disaster Prevention, the National Committee for Search and Rescue, and the directions of the MPS as well as the local authorities in response to Storm No.4.

The relevant units to closely follow developments of the storm to actively respond to its consequences, including possibly-related floods; effectively implement their disaster response plans based on "4 on-site forces"; maintain traffic safety and ensure absolute safety for their offices, camps, detention and custody centers and reformatories as well as important economic and political premises guarded by the police forces while proactively deploying plans to preserve dossiers, documents, means, working facilities, and communication trans-receiver poles of the police offices to avoid possible damages caused by rains or floods.

Relevant police units must prepare forces and means for rescue missions upon request, and in collaboration with local functional units be ready to evacuate people living in areas at high risks of flash floods, landslides, river-bank erosion, and mining areas; deploy forces to regulate and guide traffic flows in waterlogged and flooded road sections, river wharfs or seriously eroded areas; and prevent people and vehicles from moving when the traffic routes are not safe.

The police forces in Northern and North Central provinces and cities must closely follow developments of the storm, coordinate with other forces to ensure safety for local people and vessels; drill in plans to evacuate people living at aquaculture farms and river mouths or places prone to high waves and floods, unsafe houses; and ready forces and means for rescue missions upon requests.

The local police forces should strictly maintain on-duty contingents round the clock and update daily reports before, during and after the storm to the Office of the Ministry of Public Security.
