MPS orders police units to actively respond to heavy rain and flooding

PSNews – The Office of Ministry of Public Security (MPS) on June 25 delivered an Official Dispatch to police units, requiring all police forces to proactively respond to the ongoing floods and other natural disasters due to heavy rains.

The dispatch was sent to the Steering Committee for Climate Change, Natural Disaster Prevention and Control, and Search and Rescue under the Ministry of Public Security, the Police Departments of the provinces in the Northern mountainous area, the High Command of Mobile Police, the Department of Fire Police, the Department of Traffic Police, the Police Department of Management of Prison, Compulsory Re-education Center and Reformatory and other relevant units.

The dispatch states that, on the evening of June 23 and early morning of June 24, heavy rains occurred in mountainous provinces of North Vietnam. The flooding left 3 people missing in Muong Te District, Lai Chau Province, damaged road sections and irrigation projects, and 116 households in Sa Pa District, Lao Cai Province.

Heavy rains are forecast to last until June 26 in Northern Vietnam. Flash floods and landslides may occur in some provinces including Lai Chau, Son La, Cao Bang, Bac Kan, Ha Giang, Tuyen Quang, Thai Nguyen, Lao Cai, Yen Bai.

In order to actively respond to possible calamities in the upcoming time, the MPS’s Office asked all above mentioned units to:

Strictly implement official dispatches from the Central Steering Committee for Disaster Prevention, the Office under the National Committee for Natural Disaster Prevention and Control, Search and Rescue; and follow directions of the Ministry of Public Security and local authorities on responses to heavy rains, flash floods and landslides.

Closely monitor developments of rains, floods and landslides to proactively take appropriate measures to address situations, disseminate human safety approaches to local and quickly roll out  response plans in emergencies.

Collaborate with local functional forces and ready forces and means for rescue missions upon request; inspect areas at high risks of floods and landslides and areas in danger of flash floods for appropriate plans to evacuate people to safe places.

Assign forces to regulate and guide traffic flows in water-logged road sections and areas at high risk of landslide; resolutely stop vehicles and people from travelling when it is not safe.

Units should assign forces on 24/24h duty and regularly report situations to the MPS’s Office.
