MPS rolls out Law on Special Amnesty

PSNews - The Ministry of Public Security (MPS) held a video conference on April 8 to roll out the Law on Special Amnesty.

The conference saw the presence of Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Deputy Minister of Public Security and Lieutenant General Nguyen Van Son, Deputy Minister of Public Security.

The conference was also attended by leaders of criminal judgment enforcement and judicial support units of the Ministry of Public Security, representatives from the Supreme People's Court, Ministry of Justice and Ministry of Defense.

The 2018 Law on Special Amnesty, approved by the National Assembly on November 19, 2018, will take effect on July 1, 2019. It has 39 articles regulating principles, times, steps, procedures, authorities and responsibilities for implementing special amnesty, as well as conditions, rights and obligations of persons proposed for special amnesty, and rights and obligations of amnestied people.

Speaking at event, Deputy Minister Le Quy Vuong said that the Law on Special Amnesty has institutionalized the Party and State's leniency and humanitarian policies for imprisoned people, and aims to encourage them to serve their sentences well and soon return to the community to become good citizens.

The Law has concretized the regulations of the State President's special amnesty authority in the 2013 Constitution to help the President exercise the rights of the Head of State on special amnesty granting while specifying the times, steps, procedures, subjects and criteria for special amnesty, powers and responsibilities of state agencies and other agencies and organizations in special amnesty.

Deputy Minister Le Quy Vuong asked all participants to seriously and thoroughly grasp the basic contents introduced at the conference. In addition, the police units were asked to actively develop plans to popularize the law, as well as prepare other necessary conditions for the implementation of the Special Amnesty Law.
