MPS strengthens international cooperation in countering money laundering

PSNews - Deputy Minister of Public Security Lieutenant General Pham The Tung hosted a meeting with Co-Chair of the Asia/Pacific Group on Money Laundering (APG) Mitsutoshi Kajikawa, in November, in Hanoi.

Welcoming Mr. Mitsutoshi Kajikawa and the delegation of APG to the Ministry of Public Security of Vietnam (MPS), Deputy Minister Pham The Tung underlined that over the past time, MPS had drastically directed relevant police units and agencies to complete the legal framework and enhance the effectiveness of investigation, prosecution and trial of cases of money laundering and terrorist financing.

Regarding international cooperation in crime prevention and control in general and anti-money laundering in particular, MPS has negotiated and signed a number of agreements and memorandums of understanding on crime prevention and control with countries.

In addition, MPS had issued various documents directing and guiding its subordinate criminal investigation police agencies at all levels to investigate cases regarding financial and money laundering as well as predicate offences of money laundering.

Over the past time, MPS also closely coordinated with law enforcement agencies of countries to jointly investigate and handle criminal cases in general and cases of money laundering in particular, contributing largely to crime prevention and control.

Furthermore, MPS attached importance to training officers from criminal investigation agencies at all levels in investigation of financial cases as well as investigation of cases of money laundering and its predicate crimes, while closely coordinating with international partners, such as the Australian Transaction Reports and Analysis Centre (AUSTRAC), the New Zealand Police and the United Nations Office on Drugs and Crime (UNODC), to organize training and capacity-building programs for Vietnamese police officers in charge of investigating money laundering and its predicate crimes.

The Vietnamese Deputy Minister hoped that APG and other international organizations would further support Vietnam’s MPS in training and capacity building to enhance investigation capacity of the Vietnamese police force for financial and money laundering investigation, contributing to effectively preventing and combating money laundering and terrorist financing.

On the occasion, Deputy Minister Pham The Tung also thanked APG, the International Monetary Fund (IMF) and UNODC for their support for Vietnam in realizing the commitments of the Vietnamese Government to the Financial Action Task Force (FATF) on completing the legal framework and improving the efficiency of law enforcement in preventing and combating money laundering, terrorist financing, and financing the proliferation of mass destruction weapons over the past time.

For his part, Mr. Mitsutoshi Kajikawa sincerely thanked Deputy Minister Pham The Tung for the frank and open discussion during the meeting.

Mr. Mitsutoshi Kajikawa highly appreciated the solutions of Vietnam’s MPS on preventing and combating money laundering, and stressed that APG and other international organizations are always ready to support Vietnam’s MPS to effectively prevent and combat money laundering and terrorist financing.
