Senior Lieutenant General Doctor Le Quoc Hung, Member of the Party Central Committee, Deputy Secretary of the Public Security Central Party Committee and Deputy Minister of Public Security, chaired the conference.
The conference saw the presence of Senior Lieutenant General Le Tan Toi, Member of the Party Central Committee and Chairman of the National Assembly’s Committee for National Defense and Security; leaders of central agencies, ministries and local authorities; former leaders of the Ministry of Public Security; leaders of professional units under the Ministry; as well as scientists and generations of officials, lecturers and cadets of the People’s Security Academy.
Presenting the keynote report, Lieutenant General Associate Professor Doctor Trinh Ngoc Quyen, Director of the People’s Security Academy, emphasized that the conference was a political and scientific event of special significance. It provided an opportunity to review the Academy’s proud history and glorious traditions, while reaffirming its major contributions to the revolutionary cause of the Party, the nation and the People’s Public Security Forces. It also aimed to clarify theoretical and practical issues related to education, training and scientific research in the new context.
From a basic police training facility, the Academy has now become a key higher education institution and a leading center for training and scientific research within the People’s Public Security Forces while earning high prestige within the national education system.
In connection with the conference theme, the organizing committee received nearly 100 high-quality, dedicated scientific papers from leaders of the Ministry of Public Security, leaders of central and local agencies, ministries and branches, the Representative Office of the Lao Ministry of Public Security in Vietnam, leaders of public security units and agencies as well as scholars both within and outside the Academy.
Concluding the conference, Deputy Minister Le Quoc Hung expressed his sincere gratitude to current and former leaders of central and local agencies, public security units, veteran security officers, scientists and generations of officials, lecturers and students of the academy for their dedicated papers and active participation in the conference, saying that their ideas and findings provided profound theoretical and practical insights.
Deputy Minister Le Quoc Hung acknowledged and highly appreciated the outstanding achievements and accomplishments of the People’s Security Academy over recent years.
According to Deputy Minister Le Quoc Hung, as the nation enters a new era of development, the academy must closely follow and effectively implement the Party’s new thinking and guidance regarding breakthroughs in education and training, science and technology, innovation and digital transformation, as well as proactively apply the outcomes to the task of safeguarding security and order during the country’s new revolutionary stage.
Given its rich traditions, the Academy must swiftly seize emerging opportunities and closely follow the leadership and direction of the Public Security Central Party Committee and the Ministry of Public Security to build itself into a national key higher education institution and serve as the flagship leading the education and training system of the People’s Public Security Forces.
The Academy should vigorously innovate its educational and training mindset, effectively implement the Party’s policies on lifelong learning, digital learning and foreign-language training. It should also deeply reform educational contents and methods to ensure that learning goes hand in hand with practice, and theory is closely linked with reality.
Deputy Minister Le Quoc Hung suggested that the Academy focus on building a contingent of education managers and teach staff with strong ethics, firm political stance and sharp theoretical and professional expertise. All officers and students of the institution should be able to conduct research, teach and work in international environments, and have the ability to innovate, master technology, lead, inspire and guide thinking, thereby creating a powerful new momentum and a qualitative breakthrough in training quality.
