PM: Breakthrough institutions needed for special administrative-economic units

Institutions and legal regulations for special administrative-economic zones in Quang Ninh, Khanh Hoa and Kien Giang provinces must be different from other cities and provinces to attract investments, Prime Minister Nguyen Xuan Phuc has said.

PM Phuc made the request at a conference in Hanoi on April 18 to review the progress of building the draft Law on Special Administrative-Economic Units and projects on the establishment of the units, which will be submitted to the National Assembly for consideration at the upcoming fifth session.

The PM stated that the law must be built in line with the regulations of the Constitution but it should have outstanding features to increase competitiveness and attract investments.

The establishment of the administration apparatus at these units must be streamlined and effective, ensuring the balance of interests between the State, people and enterprises, he said.

Issues relating to the apparatus and policies must be globally competitive and guarantee national defense and security, he added.

The PM urged the Ministry of Planning and Investment to speed up the building of the draft law and relevant projects for submission to the fifth session of the National Assembly.

He held that it is necessary to push ahead with reforms in building institutions and policies for socio-economic development to create better conditions for enterprises and people.

The special administrative-economic units are not only of the three provinces but also of the whole nation, PM Phuc said, adding that it is important to build a unique institution to boost their development and contribute to the country’s rapid and sustainable growth. The building of the draft law and projects must receive high public consensus, he noted.

The government leader emphasised the decentralisation of management and clear definition of functions, tasks and power of relevant agencies, including the army, public security, court, procuracy, foreign affairs, taxation and customs, in building the units’ apparatus.

Regarding mechanisms and policies for these units, PM Phuc stressed the need to build outstanding and favourable mechanisms to draw strategic investors.

The PM asked the three provinces of Quang Ninh, Khanh Hoa and Kien Giang to improve the management of land, forests and environment and ensure social order and safety.

He also requested to develop human resources involving management personnel and workers for priority industries in the special units.
