Prime Minister hosts webinar on implementation of Project 06

The Ministry of Public Security in collaboration with the Government Office organized an online conference, on the morning of August 9, at the Government Headquarters, to review the 6 months of implementing the project on enhancing the application of population data, e-identification and e-authentication in the national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06).

Prime Minister Pham Minh Chinh chaired the conference, which was attended by Standing Vice Chairman of the National Committee on Digital Transformation and Deputy Prime Minister Vu Duc Dam, Chief of the Government Office Tran Van Son, Minister of Justice Le Thanh Long, Deputy Minister of Public Security Senior Lieutenant General Luong Tam Quang, Standing Deputy of the Government's Project 06 Working Group and Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc as well as representatives from ministries and agencies.

The online conference was connected the meeting from the Government to the People's Committees of the 63 provinces and centrally-run cities, the People's Committees of districts, towns, communes, wards and towns across the country with 130,700 delegates attending through nearly 11,000 terminals across the country.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh summarized the process of implementing Project 06 from the beginning of 2022 to the present. According to the report, the Prime Minister has established a Governmental Working Group to direct the implementation of the project.

The working group is supervised by Deputy Prime Minister Vu Duc Dam while Minister of Public Security General To Lam is the head of the group, Chief of the Government Office Tran Van Son is the a deputy, and leaders of nine related ministries and Central agencies are members.

Regarding major tasks in the coming time, Prime Minister Pham Minh Chinh asked ministries, branches and localities to identify difficulties in order to take on appropriate, practical, scientific and effective plans. 

"Whatever people and businesses support, we succeed, no matter how difficult it is, we can overcome it," Prime Minister Pham Minh Chinh stated. 

Prime Minister Pham Minh Chinh suggested that delegates should honestly evaluate the achieved results, clearly analyze the causes of limitations, the lessons learnt, find suitable solutions to step up the implementation of Project 06 so that the results of the projects would bring more and more practical benefits to national development as well as people and businesses.

At the event, Deputy Minister of Public Security Nguyen Duy Ngoc informed at the meeting that online public services based on the national population database have been greatly promoted nationwide.

During the first six months of this year, Project 06 was deployed from central to grassroots levels, receiving great public support. It helped to change the ways of citizen management by redressing inconsistencies and improving the overall quality, as well as efficiency in data management.

Nearly 125 million documents have been successfully processed via the National Public Service e-Portal. 21/25 level-3-and-4 online public services are offered to citizens. This has enormously enhanced service provision and minimized negative situations.

The initial results were said to have created an important foundation for the implementation of online public services to serve both people and businesses, thereby contributing to promote the development of a digital government, a digital economy, and a digital society, as well as post-pandemic recovery efforts.

The connection and sharing of data between the national population and tax databases are expected to complete in the first quarter of 2022, while personal paper documents, including health insurance card, driving licence, job licence, and vaccination certificate, will be generally integrated into the citizen IDs and the e-identification app VNEID. In 2022, e-authentication will be used for all information provided on the citizen IDs and VNEID.
