PSF successfully razes 6000 criminal gangs

PSNews - The Ministry of Public Security held a conference on November 18th in Hanoi to review the preliminary results of prevention and combat against organized crime under Plan No. 03 / KH-BCA (Plan No. 03) issued on January 6th 2014.

Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Deputy Minister of Public Security chaired the conference.

On November 28th 2013, the Minister of Public Security has issued Decision No. 6582 on the establishment of the Steering Committee to manage the situation of organized crime. After that, on January 6th 2014, Ministry leaders have issued Plan No. 03 /KH-BCA-C41 on organized crime prevention, and simultaneously established the Steering Committee to manage the situation of organized crime (called Planning Steering Committee 03) led by Deputy Minister Le Quy Vuong.

Accordingly, the Committee has identified 18 key criminal areas and 10 key areas of organized crime. After 3 years of implementing the plan, nationwide public security forces have razed 6,300 gangs of all kinds and captured 31 528 suspects. Of the figures, many gangs operated on the underworld model, particularly those in Ho Chi Minh City, Hai Phong, Son La, Hai Duong, Ha Nam, Bac Ninh...

 Speaking at the Conference, on behalf of the Central Public Security Party Committee and the Public Security Ministry leadership, Deputy Minister Le Quy Vuong praised the achievements in the prevention and fight against organized crime of public security forces in recent years.

Deputy Minister Le Quy Vuong said that in the field of combating economic-related crimes, corruption, drugs dealing, smuggling, environmental crime, and hi-tech crime, public security forces have also identified and effectively fought against such gangs and organized crime, ensuring social order and security, highlighting the prestige and image of the police force and regaining people’s confidence in the government. These achievements of public security forces nationwide have contributed importantly to firmly protecting national security; maintaining  social order and safety, and political stability, effectively supporting socio-economic development missions of the country.

Evaluating the work of organize crime prevention and fight, Deputy Minister Le Quy Vuong stressed, local police units and police agencies have seriously implemented Plan No. 03, established the Steering Committee for organized crime prevention. He held that the work of organized crime prevention has been deployed in a more methodical, proactive and consistent manner at all levels in line with the general guidelines. As a result, the work has been seen as effective and successful in identifying, classifying and controlling organized crime, through which public security forces at different levels drew up proper plans and appropriate measures to eliminate gangs of criminals of different kinds. In this work, the criminal police have served as the core force and promoted close coordination with other forces in prevention and fight against organized crime.

According to Deputy Minister Le Quy Vuong, despite the large achievements, the situation of criminal gangs and organized crime is still complicated with changes in their methods, operations, scales and increasingly sophisticated tricks. This has made it difficult for public security forces toeffectively prevent and fight organized crime.

For success in preventing and fighting organized crime, Deputy Minister Le Quy Vuong suggested, in the future, local police agencies and units should see organized crime prevention and fight as their central and urgent task in the current period. Forces were instructed to smash organized crime since criminals just had ideas to form their gangs and organizations, denying them from forming a sort of “underworld”. Forces should bring into play comprehensive strength of the entire political system and society to prevent and fight organized crime; at the same time, they should submit ideas and opinions to the competent agencies and the ministry to perfect mechanisms and policies to facilitate prevention and combat against organized crime.

Leadership at all levels should pay sufficient attention to all basic police work and investigation work under the law while well combining between administrative measures and specialized approaches, expanding international cooperation, and enhancing force building and equipment modernization, meeting the requirements for prevention and fight against organized crime in the current context.
