Public Security Forces asked to actively respond to natural disasters

The Office of the Ministry of Public Security (MPS) on June 29 sent a dispatch to various public security agencies and units requesting them to take appropriate measures to respond to landslide consequences in Central Highlands provinces.

The dispatch was sent to the Steering Committee for Climate Change, Natural Disaster Prevention and Control, and Search and Rescue and Civil Defense (UPT Committee) under the Mobile Police Command, the Police Department of Fire and Rescue, the Traffic Police Department, and the Police Department of Prison, Detention Center and Juvenile Reformatory Management, the Provincial Police Departments of Lam Dong and Centrally-run cities and provinces. 

A deadly landslide, which occurred in the city of Da Lat early June 29, buried two people, injured some others, and destroyed houses, according the dispatch issued on the day. 
 
The MPS Office asked the above-mentioned units to actively and seriously implement the instructions of the Prime Minister, the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Disaster Response and Search and Rescue, the MPS and local authorities on disaster prevention in the rainy season.

The Lam Dong Provincial Police Department shall take the lead in mobilizing forces and means in coordination with local authorities to quickly overcome the consequences of the landslide; cure the injured; provide support to affected families and relatives of the victims; examine, evaluate and identify the causes of the landslide to avoid similar incidents, especially in disaster-prone areas; at the same time, strictly handle possible wrongdoings in land management and construction in accordance with the laws.

The provincial police shall closely monitor the disaster situation; direct and implement timely and effective response to any possible incidents while deploying forces and means in coordination with other grassroots forces to intensively check and promptly detect areas at risk of landslides due to heavy rain, especially residential areas, schools, agency headquarters, barracks, construction sites, mines to relocate people to protect their lives and properties and ensure the traffic on the road.

Local police forces and units under the MPS based in the locality shall actively join local authorities and people to respond to floods and landslides; draw up plans to prevent and control natural disasters in police headquarters and working places; ensure the safety and health for the forces directly in charge of natural disaster prevention and control and protection of the headquarters, documents, working equipment, and detention facilities.

They shall actively organize rescue efforts when floods, flash floods and landslides occur; send working missions to visit and support affected people, especially poor and disadvantaged households, and families with dead victims; mobilize forces to support people in overcoming consequences and restoring production after disasters.

The police forces shall regularly give instructions on natural disaster prevention to people in the disaster-prone areas.  The press and media agencies under the MPS should regularly and quickly inform people of unusual weather phenomena, such as rains and storms and actively reflect the images and activities of the police force in natural disaster prevention and control on press and media publications.
