Member of the Party Central Committee and Deputy Minister of Public Security Lieutenant General Le Quoc Hung Dr., chaired the conference.

The Party always determines that mass mobilization and building of the “All people protecting national security” movement are the two basic methods to gather the masses, promote people’s mastery as well as arouse the great strength and potential of the people.Mass mobilization is a strategic goal and a revolutionary method to create  great power in combating crimes, safeguarding national security, and ensuring social order and safety.

At  the scientific conference, delegates and scientists deeply reviewed the implementation of the mass mobilization methods to ensure national security, social order and safety, pointed out remaining shortcomings, limitations and their causes as well as proposed approaches to complete the legal corrior for mass mobilization, as well as enhance the quality of mass mobilization methods to protect national security, social order and safety in the current situation.

Speaking at the conference, Deputy Minister Le Quoc Hung requested that, to firmly safeguard national security and ensure social order and safety, it requires continual renovation of both mass mobilization and building of the “All people protecting national security” movement in both content and method.

The Deputy Minister also requested relevant units and agencies to institutionalize legal regulations on mass mobilization to safeguard national security, social order and safety, while grasping new viewpoints of the Party on promoting the strength of the great unity bloc and the people’s role in the revolutionary cause in general and the cause of protecting national security and order in particular.
